Conditions for the Establishment of Educational Quality Accreditation Organizations

An educational quality accreditation organization is an entity operating in the field of educational quality accreditation, with the function of evaluating and recognizing educational institutions and educational programs that meet educational quality standards.

Educational quality assessment organizations include state-established and privately established educational quality assessment organizations.

Educational quality assessment organizations can be established or permitted to be established when the following conditions are met:

- There is a proposal for the establishment of an educational quality assessment organization, specifying the target subjects, scope of activities, and conforming to the planning of the educational quality assessment network;- There are three or more assessors signing the proposal to establish the educational quality assessment organization (for entities such as organizations or individuals proposing the establishment);- There are at least ten qualified assessors, suitable for the target subjects and scope of activities stipulated in Point a Clause 1 Article 5 of Circular 61/2012/TT-BGDDT, committed to work full-time for the educational quality assessment organization once it is established;- There is a draft regulation on the organization and operation of the educational quality assessment organization;- There is a draft regulation on internal expenditure;- There is a design for the organization’s website.

Conditions for obtaining an operating license for educational quality assessment must meet the following criteria:

- There is a decision to establish or permit the establishment of the educational quality assessment organization;- There are at least ten assessors working full-time for the educational quality assessment organization;- There is a stable operational headquarters and adequate material conditions to ensure the organization’s activities, sufficient office space for assessors with a minimum area of 8m2 per person; each assessor has a computer and working desk and chair;- There is a minimum capital of 2 billion VND to be used for the operations of the educational quality assessment organization, contributed or allocated from legal sources;- There is a regulation on the organization and operation of the educational quality assessment organization;- There is a regulation on internal expenditure;- There is a website for the educational quality assessment organization.

The educational quality assessment organization has legal status; it has its own account and seal; it has a transaction office; it operates independently from educational institutions.

From 2012 to 2015, state-established educational quality assessment organizations will be formed; after 2015, organizations and individuals are permitted to establish educational quality assessment organizations.
