Conditions for Taking the Promotion Exam for Administrative Public Employees

According to the recent guidance of the Ministry of Home Affairs in Official Dispatch 1320/BNV-CCVC, public employees taking the promotion exam from specialist to principal specialist in the administrative public employee category must meet the following 02 conditions:

- Having the duration of holding a specialist salary grade or equivalent specialist grade for at least 09 years, in which there is at least 01 year (full 12 months) holding the specialist salary grade up until the deadline for submitting the examination dossier;- Being assigned to preside over the research, development or being a member of the research committee, drafting committee to develop at least 01 specialized professional document, field or 01 topic, program, project of the agency, unit where the public employee works, which has been issued or accepted by a competent authority.

Examination subjects: Public employees working in administrative, general, personnel organization, governance, office, planning, finance, and departments not directly performing specialized professional duties according to the professional job title of public employees in public service providers.

According to Official Dispatch 1320, Ministries, sectors, and localities can proactively cooperate with the Ministry of Home Affairs to organize exams or combine the professional promotion exams for public administrative employees with the grade promotion exams for officials within the management authority scope according to the needs of the Ministry, sector, locality.

In case the Ministry, sector, locality cannot organize the exam, they should send a report along with the list of public employees meeting the conditions and standards to be nominated for the exam to the Ministry of Home Affairs for coordination in organizing the exam together with the exam conducted by other Ministries, sectors, localities.
