Conditions for Taking the Driver's License Exam

The conditions to take the Driving License exam include nationality, age, and health.

Depending on the class of the driving license, the law stipulates different conditions for taking the driving license exam. The applicant for a driving license must meet the following conditions:

Must be a Vietnamese citizen or a foreigner permitted to reside or currently working or studying in Vietnam;

Must be of the age specified by the Road Traffic Law 2008, specifically:

- Class A and B: Persons aged 18 years or older;- Class C: Persons aged 21 years or older;- Class D: Persons aged 24 years or older;- Class E: Persons aged 27 years or older;- The maximum age for drivers is 50 years for women and 55 years for men.

To take the driving license exam, the applicant must have sufficient health to drive. Those taking the exam for any class of driving license must meet the health requirements of that class.

Individuals with any of the following conditions are not eligible to drive class A1:

- Mental illness: Currently undergoing acute mental disorder. Chronic mental disorder unable to control behavior;- Neurology: Paralysis of two or more limbs;- Eyes: Distant vision in both eyes < 4/10 (even with correction by glasses). Disorder in recognizing the three basic colors: red, yellow, green;- Musculoskeletal: Amputation or loss of function of one hand or one foot and one of the remaining hands or feet is incomplete (amputation or reduced function);- Substance abuse: Using drugs, alcohol levels exceeding the prescribed limit.

Individuals with the following conditions are not eligible to take the driving license exam for class B1:

- Mental illness: Acute mental disorder fully treated but not yet 6 months. Chronic mental disorder unable to control behavior;- Neurology: Epileptic seizures within the past 24 months; Paralysis of two or more limbs; Extrapyramidal syndrome Sensory disorder; Dizziness due to pathological causes;- Eyes: Distant vision in both eyes < 5/10. Disorder in recognizing the three basic colors: red, yellow, green; Diplopia even with prism correction;- Musculoskeletal: Amputation or loss of function of one hand or one foot and one of the remaining hands or feet is incomplete;- Cardiovascular: Second-degree atrioventricular block or slow heart rate accompanied by clinical symptoms; Heart failure grade III or higher;- Respiratory: Diseases causing shortness of breath grade III or higher;- Substance abuse: Using drugs, alcohol levels exceeding the prescribed limit.

For classes A2, A3, A4, B2, C, D, E, F, individuals with the following conditions are not eligible to take the driving license exam:

- Mental illness: Acute mental disorder fully treated but not yet 24 months; Chronic mental disorder;- Neurology: Epilepsy; Paralysis of one or more limbs Extrapyramidal syndrome Sensory disorder or deep sensation disorder; Dizziness due to pathological causes;- Distance vision per eye: good eye < 8/10 or weak eye < 5/10 (even with correction by glasses). Refractive error with lens: > + 5 diopters or > - 8 diopters. Horizontal visual field in both eyes < 160 degrees, expanded to the right < 70°, expanded to the left < 70°. Vertical visual field (upper-lower direction) above the horizontal line < 30°. Hemianopia, paracentral scotoma. Disorder in recognizing the three basic colors: red, yellow, green; Diplopia;- Hearing in the better ear: conversational distance < 4m or whispering distance (in the better ear) ≤ 1.5m;- Cardiovascular: Hypertension under treatment with maximum blood pressure ≥ 180 mmHg and/or minimum blood pressure ≥ 100 mmHg. Hypotension (maximum blood pressure < 90 mmHg) accompanied by a history of symptoms such as dizziness, fatigue, drowsiness, or fainting. Occlusive vascular diseases, vascular malformations with clinical manifestations affecting driving ability. Supraventricular tachycardia, ventricular tachycardia, atrial flutter, atrial fibrillation, atrial tachycardia, and sinus tachycardia > 120 cycles/minute, treated but not yet stable. Ventricular ectopy in individuals with organic heart disease and/or grade III or higher. Second-degree atrioventricular block or slow heart rate accompanied by clinical symptoms. Angina pectoris due to coronary artery disease; heart transplant; post-revascularization intervention; heart failure grade II or higher;- Respiratory: Diseases causing shortness of breath grade II or higher. Partially controlled or uncontrolled asthma. Pulmonary tuberculosis in the infectious stage;- Musculoskeletal: Stiff/fused one major joint. Pseudarthrosis of one large bone; excessive spinal kyphosis causing spinal hyperextension; stiff/fused spine affecting motor function. Absolute length difference between two upper limbs or two lower limbs of 5 cm or more without assistive devices. Amputation or loss of function of two or more fingers of one hand or amputation or loss of function of one foot or more;- Diabetes: History of diabetes coma within the past month;- Substance abuse: Using drugs, alcohol levels exceeding the prescribed limit; use of medications affecting alertness; abuse of stimulants.

The conditions for taking the driving license exam are stipulated in the Road Traffic Law 2008, Circular 58/2015/TT-BGTVT, Joint Circular 24/2015/TTLT-BYT-BGTVT.
