Conditions for Salary Grade Increase of Technical Specialist Officers upon Retirement

This content is stipulated in Circular 17/2013/TT-BCA issued by the Ministry of Public Security providing guidance on the promotion of military ranks and salary increments for police officers and employees upon retirement.

The promotion in military rank and salary grade for technical professional officers upon retirement is implemented in accordance with the guidance in Article 8 of Circular 17/2013/TT-BCA, specifically as follows:

- Technical professional officers (CMKT) upon retirement, if they are receiving a salary grade lower than the maximum salary grade stipulated for the group, rank title with 2/3 or more of the required service period, will be considered for promotion to the next salary grade. If the new salary grade corresponds to a higher military rank, they will simultaneously be promoted to that higher rank.- CMKT officers receiving the maximum stipulated salary grade for the group, rank title will remain unchanged to implement pension. If conditions as specified in clause 3, Section III of Circular 02/2005/TT-BCA dated January 26, 2005, are met, they will receive seniority allowance beyond the grade framework.- CMKT officers who have directly participated in combat in battle zones B, C, K before April 30, 1975, or engaged in work before April 30, 1975, awarded Resistance War Medals or Medal(s) against American Aggressors, or as Wounded Soldiers (type A), receiving the final salary grade (including cases with seniority allowance beyond the grade framework) in a primary or intermediate rank are considered for promotion to the closest higher intermediate or senior salary grade after 2 years or more.

Example: Comrade Le Minh T, who participated in combat in battle zone B since 1974, with the rank of Lieutenant Colonel CMKT, salary coefficient 6.20 (N1-TC) + 8% seniority allowance beyond the grade framework, was retired and awaiting pension from July 1, 2013. Comrade T is considered for rank promotion and salary increase from coefficient 6.20 (N1-TC) + 8% seniority allowance beyond the grade framework to 6.80 (N2-CC) and promotion in rank from Lieutenant Colonel to Colonel CMKT, from April 1, 2013.
