Conditions for Registration for Promotion of Professional Rank for Public Employees in the Health Sector

This is the content stipulated in Circular 29/2017/TT-BYT issued by the Ministry of Health on July 10, 2017, specifying the standards, conditions, content, and forms for the promotion examination of professional titles for public employees in the health sector.

Circular 29 stipulates that public employees are eligible to register for professional title promotion when they meet the standards and conditions prescribed by law regarding professional titles and the change of professional title for public employees, along with the following standards and conditions:

For promotion from grade II to grade I professional title:

- Meet the standards of grade I professional title for medical public employees;- Hold the title of Professor or Associate Professor in a specialized field appropriate to the standards of the professional title for promotion;- Holding a grade II professional title with the same first 4 (four) digits in the professional title code as the title being considered for promotion.

For promotion from grade III to grade II professional title, Circular 29 stipulates the following conditions:

- Meet the standards of grade II professional title for medical public employees;- Hold a specialized degree of level II or a doctorate in a specialized field appropriate to the standards of the professional title for promotion;- Holding a grade III professional title with the same first 4 (four) digits in the professional title code as the title being considered for promotion.

Additionally, Circular 29 stipulates the promotion from grade IV to grade III professional title as follows:

- Meet the standards of grade III professional title for medical public employees;- Hold a university degree or higher in a specialized field appropriate to the standards of the professional title for promotion;- Holding a grade IV professional title, capable of handling or currently working in a position suitable for the professional title being considered for promotion.
