The Ministry of Education and Training (Hanoi, Vietnam) issued Official Dispatch 112/BGDDT-NGCBQLGD on January 10, 2023, regarding the organization of promotion exams for the professional titles of lecturers/lecturers at colleges of education in 2023.

1. Conditions for Registering for Promotion Exams to Senior Lecturer Class I in Vietnam

The conditions for registering for promotion exams to the professional titles of lecturers are specified as follows:

Public employees are designated to take the promotion exams to senior lecturer (Class I)/senior lecturer at colleges of education (Class I) when they meet the following conditions:

- The training institution needs and is authorized to nominate employees for the promotion exams.

- Currently holding the title of Principal Lecturer (Class II), code V.07.01.02/principal lecturer at colleges of education (Class II), code V.07.08.21.

- Rated as having performed tasks well or better in the year immediately preceding the year of the promotion exams to senior lecturer (Class I), code V.07.01.01/senior lecturer at colleges of education (Class I), code V.07.08.20.

Possessing good political qualities and professional ethics;

Not under disciplinary action, not in the enforcement period of discipline-related regulations for public employees as stipulated in Article 56 of the Law on Public Employees amended by the Law amending law on Officials and Law on Public Employees 2019.

- Capable and professionally qualified to undertake the tasks of a senior lecturer (Class I), code V.07.01.01/senior lecturer at colleges of education (Class I), code V.07.08.20.

- Meeting the standards of educational qualifications, training, and professional competency required for the senior lecturer (Class I), code V.07.01.01 as specified in Article 7 of Circular 40/2020/TT-BGDDT/senior lecturer at colleges of education (Class I), code V.07.08.20 as specified in Article 6 of Circular 35/2020/TT-BGDDT; as regulated in Circular 04/2022/TT-BGDDT.

- Meeting the minimum work experience requirement holding the title of Principal Lecturer (Class II), code V.07.01.02 or equivalent as stipulated in point h, clause 3, Article 7 of Circular 40/2020/TT-BGDDT/principal lecturer at colleges of education (Class II), code V.07.08.21 or equivalent as stipulated in point g, clause 3, Article 6 of Circular 35/2020/TT-BGDDT.

- Public employees teaching in training institutions must have a high-level political theory qualification or higher as stipulated in point d, clause 1, Article 13 of Circular 01/2018/TT-BNV.

2. Conditions for Registering for Promotion Exams to Main Lecturer Class II in Vietnam

Public employees are designated to take the promotion exams to Principal Lecturer (Class II)/Principal Lecturer at colleges of education (Class II) when they meet the following conditions:

- The training institution needs and is authorized to nominate employees for the promotion exams.

- Currently holding the title of Lecturer (Class III), code V.07.01.03/lecturer at colleges of education (Class III), code V.07.08.22.

- Rated as having performed tasks well or better in the year immediately preceding the year of the promotion exams to Principal Lecturer (Class II), code V.07.01.02/principal lecturer at colleges of education (Class II), code V.07.08.21.

Possessing good political qualities and professional ethics; not under disciplinary action, not in the enforcement period of discipline-related regulations for public employees as stipulated in Article 56 of the Law on Public Employees amended by the Law amending law on Officials and Law on Public Employees 2019.

- Capable and professionally qualified to undertake the tasks of a Principal Lecturer (Class II), code V.07.01.02/principal lecturer at colleges of education (Class II), code V.07.08.21.

- Meeting the standards of educational qualifications, training, and professional competency required for the Principal Lecturer (Class II), code V.07.01.02 as specified in clauses 2 and 3, Article 6 of Circular 40/2020/TT-BGDDT;

Principal Lecturer at colleges of education (Class II), code V.07.08.21 as specified in clauses 2 and 3, Article 5 of Circular 35/2020/TT-BGDDT; Circular 04/2022/TT-BGDDT.

- Meeting the minimum work experience requirement holding the title of Lecturer (Class III), code V.07.01.03 or equivalent as stipulated in point g, clause 3, Article 6 of Circular 40/2020/TT-BGDDT/lecturer at colleges of education (Class III), code V.07.08.22 or equivalent as stipulated in point g, clause 3, Article 5 of Circular 35/2020/TT-BGDDT.

- Public employees teaching in training institutions must have an intermediate-level political theory qualification or higher as stipulated in point d, clause 2, Article 13 of Circular 01/2018/TT-BNV.
