Regarding this matter, LawNet would like to answer as follows: 

On March 29, 2024, the Minister of Education and Training issued Circular 05/2024/TT-BGDDT on standards and conditions for promotion of professional titles for public employees teaching at public universities and pedagogical colleges.

Conditions for promotion to the main lecturer position (grade II) in pedagogical colleges in Vietnam

Public employees teaching at pedagogical colleges are eligible to apply for promotion to the main lecturer position (grade II), code V.07.08.21, when the following standards and conditions are satisfied:

- The pedagogical college has a need and a vacancy corresponding to the grade of the professional title to be promoted, and has been authorized to participate in the promotion consideration.

- Currently holding the professional title of lecturer in pedagogical colleges (rank III), code V.07.08.22.

- Having been rated at least "good completion of tasks" in the consecutive working year before the promotion consideration for the main lecturer position (grade II), code V.07.08.21; having good political and professional ethics; not being under disciplinary proceedings; not being in the period of implementing disciplinary regulations according to the regulations of the Party and the law.

- Meeting the minimum work time requirements for holding the professional title of lecturer in pedagogical colleges (grade III), code V.07.08.22; meeting the standards for training, retraining, and professional competence of the main lecturer position (grade II), code V.07.08.21 as stipulated in Clause 2, Clause 3 of Article 5 of Circular 35/2020/TT-BGDDT on codes, professional title standards, appointment, and salary classification for teaching staff in public pedagogical colleges, as amended in Circular 04/2022/TT-BGDDT.

Conditions for promotion to the senior lecturer position (grade I) in pedagogical colleges in Vietnam

Public employees teaching at pedagogical colleges are eligible to apply for promotion to the senior lecturer position (grade I), code V.07.08.20, when the following standards and conditions are met:

- The pedagogical college has a need and a vacancy corresponding to the rank of the professional title to be promoted and has been authorized to participate in the promotion consideration.

- Currently holding the professional title of main lecturer in pedagogical colleges (grade II), code V.07.08.21.

- Having been rated at least "good completion of tasks" in the consecutive working year before the promotion consideration for the senior lecturer position (grade I), code V.07.08.20; having good political and professional ethics; not being under disciplinary proceedings; not being in the period of implementing disciplinary regulations according to the regulations of the Party and the law.

- Meeting the minimum work time requirements for holding the professional title of main lecturer in pedagogical colleges (grade II), code V.07.08.21; meeting the standards for training, retraining, and professional competence of the senior lecturer position (grade I), code V.07.08.20 as stipulated in Clause 2, Clause 3 of Article 6 of Circular 35/2020/TT-BGDDT, as amended and supplemented in Circular 04/2022/TT-BGDDT.
