Regarding this matter, LawNet would like to answer as follows: 

The Ministry of Transport issued Circular 17/2024/TT-BGTVT on May 30, 2024, which regulates the standards and conditions for promoting the professional title of transport officer.

Conditions for promoting the professional title of transport officer to Grade II in Vietnam

The standards and conditions for promoting the professional title of transport officer to Grade I are regulated as follows:

Transport officers can be promoted from Grade III to Grade II if they meet the general standards and conditions specified in Article 3 of Circular 17/2024/TT-BGTVT, as well as the specific standards and conditions below:

- For officers in the fields of maritime project management, waterway project management, road project management, railway project management, and road engineering, during their tenure as Grade III officers or equivalent, they must meet one of the following standards and conditions:

+ Participate in the construction of at least 01 topic, project, program, scientific, and technological project at the provincial or higher level that has been authorized for acceptance;

+ Participate in the construction of at least 02 topics, projects, programs, scientific and technological projects at the grassroots level that have been authorized for acceptance under their leadership;

+ Lead the survey of 01 Group B project or 02 Group C projects that have been accepted, or be the project manager of 01 Group B project or 02 Group C projects that have been accepted and put into use;

+ Lead the survey, design appraisal, design supervision, design review, or chief supervisor of a Grade II construction or 02 Grade III constructions that have been accepted and put into use;

+ Lead the preparation of investment costs for the construction of 01 Group B project or 02 Group C projects, or 01 Grade II construction or 02 Grade III constructions that have been accepted;

+ Participate in the project management of 01 Group B project or 02 Group C projects that have been accepted and put into use, and have one of the following professional certificates: Grade II project management, Grade II construction design, Grade II construction supervision, or Grade II construction valuation.

- For officers in the fields of maritime search and rescue, maritime security information, domestic waterway port affairs, maritime port affairs, and aviation port affairs, during their tenure as Grade III officers or equivalent, they must meet one of the following standards and conditions:

+ Participate in the construction of at least 01 legal document in which the officer's employing unit has been authorized to participate;

+ Lead or participate in the construction of at least 01 topic, project, or research program at the grassroots level, in which the officer's employing unit has been authorized for acceptance under their leadership or participation;

+ Lead the construction of at least 01 technical initiative in the officer's field, sector, agency, or unit that has been recognized by the authorized authority.

- For officers in the field of vehicle inspection, during their tenure as Grade III officers or equivalent, they must meet one of the following standards and conditions:

+ Participate in the construction of at least 01 legal document in which the officer's employing unit has been authorized to participate;

+ Participate in the construction of at least 01 topic, project, or research program at the national, ministerial, sectoral, or provincial level, in which the officer's employing unit has been authorized for acceptance.

- For officers in the field of ferry engineering, during their tenure as Grade III officers or equivalent, they must have participated in the construction of at least 01 topic, project, program, scientific, and technological project at the grassroots level that has been authorized for acceptance.
