- The teacher training institution has received written approval for the specific field of study at the corresponding training level in the formal education system from the competent authority for the field that decides to enroll students for second-degree training;- The teacher training institution has been implementing the teacher training program by credit accumulation for at least 02 (two) continuous training courses up to the time of decision to enroll students for second-degree training;- The teacher training institution has been recognized as having passed the quality accreditation of educational institutions by a domestic or international accreditation organization as regulated;- The teacher training institution has issued regulations on recognizing equivalence in learning outcomes and the accumulated volume of knowledge and skills of learners to grant exemptions when pursuing a second-degree training program;- The teacher training institution has received approval to enroll students for second-degree training in the field of teacher training from the competent authority, as certificated and announced according to regulations.
