Conditions for Opening a Massage Parlor in Vietnam (Latest)

Consolidated Document No. 04/VBHN-BYT provides the conditions for practicing massage services according to Circular No. 11/2001/TT-BYT for massage service establishments in Vietnam. The business conditions for this type of service have been loosen.

1.   Must have a doctor in charge of the massage service practice
2. Must have massage technicians
Technicians must meet the following requirements:
  • Upon employment, must have a health certificate issued by a district-level or higher medical examination and treatment facility.
  • During employment, must undergo periodic health check-ups every 3 to 6 months at district-level or higher medical examination and treatment facilities.
  • Persons with mental illness, hepatitis B, dermatological diseases, pulmonary tuberculosis, or other infectious diseases in the treatment phase are not allowed to practice.
Technicians must have:
- A certificate of professional training in massage techniques from one of the schools designated by the Ministry of Health of Vietnam.
- Must perform massage techniques in accordance with their training. After 3 years, the doctor in charge must re-evaluate the technician's skills; if they meet the standards, they may continue to practice; if not, they must go to training facilities for re-training.
- Persons with HIV/AIDS in the treatment phase are not allowed to practice.
- An employment contract with the business owner, with professional approval from the supervising doctor.
3. Other conditions:
  • Signage: Must correctly state "Massage", not "Physical Therapy, Rehabilitation" or other names.
  • The massage room must have:
    + Light switch system placed outside the massage room;
    + No internal lock or latch system.
  • Not allowed to use any communication devices to notify entry into the massage room.
  • Must have adequate drugs and tools as per the list (Appendix 3 attached to Circular 11).
The massage room must ensure:
- Spacious, with partitions for each individual bed or separate rooms (room area of 4m² or more), ceiling height of 2.5m or more.
- Adequate lighting, no dimmable lights.
- Equipped with lockers to store guests' clothes and belongings.
- Doors with clear glass, with a gap of 1.5m from the ground, 0.5m high, 0.3m wide.
- Massage beds must be of proper size: height: 0.6 - 0.8m, width: 0.7 - 0.9m, length: 2.0 - 2.2m, with firm mattress, sterilized bed sheets, pillows, and towels for single use.
- Beds positioned at a 45o angle to the clear glass of the door.
- Each room must have a large, readable massage technique procedure posted on the wall (printed on A1 paper size);
- Each room must have an emergency bell system arranged one-way from the massage room to the doctor's room or the reception area.
- Must have a hygienic bathroom, with a full clean water system.
- Doctor's room with a medical examination bed, emergency medicine cabinet, desk, and some health-check tools.
- Massage technicians must wear neat, clean, attractive, professional clothing, including an identification badge with the establishment's name, the technician's name, and a photo.
