On October 14, 2024, the Minister of National Defense of Vietnam issued Circular 68/2024/TT-BQP governing the training, examination, and issuance of military driving licenses; legal knowledge enhancement of road traffic for operators of special-use motorcycles under the management of the Ministry of National Defense.

Conditions for military vehicle driving learners in Vietnam from January 01, 2025

Article 9 of Circular 68/2024/TT-BQP prescribes the conditions for individuals studying to drive military vehicles in Vietnam as follows:

- Military personnel, national defense officials, public employees in national defense, and contracted workers currently serving in the Ministry of National Defense must meet all conditions: Standards of age, service duration, health, cultural level, and political qualities as prescribed by the Ministry of National Defense.

For contracted workers: Training for upgrading licenses is only conducted when all conditions and standards specified in Clause 1, Article 9 of Circular 68/2024/TT-BQP are satisfied.

- For those training for upgrading military driving licenses, the required driving experience and safe driving kilometers are as follows:

+ From class B to class C1; class C1 to class C, C1E; class C to class D1, CE, CX; class D1 to class D2; class D2 to class D: A minimum of 2 years of driving experience and 30,000 km of safe driving (except for cases of transition training from class C to class CE or CX according to the General Staff's targets);

+ From class B to class C, D1; class C1 to D1; class C to class D2; class D1 to class D: A minimum of 3 years of driving experience and 50,000 km of safe driving;

+ From class B to class D2, from class C1 to class D2, from class C to class D: A minimum of 5 years of driving experience and 100,000 km of safe driving.

- For individuals upgrading military driving licenses to class D1, D2, D, in addition to the regulations in Clauses 1 and 2, Article 9 of Circular 68/2024/TT-BQP, a minimum middle school graduation is required.

Age for issuance of military driving licenses in Vietnam

Article 8 of Circular 68/2024/TT-BQP stipulates the age for individuals eligible for military driving licenses as follows:

- Military personnel, national defense officials, public employees in national defense, and contracted workers currently serving in the Ministry of National Defense aged 18 or older are eligible for military driving licenses class A1, A, B1, B, C1, C.

- Military personnel, national defense officials, public employees in national defense, and contracted workers currently serving in the Ministry of National Defense aged 24 or older are eligible for military driving licenses class D1, D2, C1E, CE, CX.

Cases of transition training from class C to class CE or CX according to the General Staff's targets require a minimum age of 19.

- Military personnel, national defense officials, public employees in national defense, and contracted workers currently serving in the Ministry of National Defense aged 27 or older are eligible for military driving licenses class D. The maximum age for individuals eligible for class D military driving licenses is 57 years for men and 55 years for women.
