Decree 31/2015/ND-CP guiding the Law on Employment 2013 regarding the assessment and issuance of national vocational skill certificates was promulgated on March 24, 2015.

Decree 31/2015/ND-CP stipulates that organizations to be issued a certificate of operation for evaluation and issuance of national occupational skills certificates must meet the following conditions:
First, regarding facilities and equipment:
- Have facilities (specialized rooms, technical rooms, workshops, and space) and equipment (means, devices, tools, instruments, and measuring means) according to the list of facilities and equipment for evaluating national occupational skills for each occupation issued by the Ministry of Labor, Invalids, and Social Affairs, ensuring they correspond to the number of participants in the evaluation and issuance of national occupational skills certificates (hereinafter referred to as participants) during a knowledge inspection or a practical skills and labor safety, and sanitation inspection for a skill level of each occupation conducted at the same time;
- Have a system of observation and monitoring equipment with audio and visual capabilities connected to the Internet, ensuring the observation, supervision, and monitoring of all activities during the knowledge inspection and practical skills and labor safety, and sanitation inspection of the participants;
- Have a dedicated website ensuring that laborers can register for evaluation and issuance of national occupational skills certificates online.
Second, regarding personnel directly conducting the evaluation of the participants' occupational skills:
For each skill level of an occupation, there must be at least 03 (three) people authorized by a competent authority as regulated in Article 12 of this Decree to issue cards for evaluators of national occupational skills (hereinafter referred to as evaluator cards), of which at least 01 (one) person must be officially working at the occupational skills evaluation organization.
