Conditions for issuance of archival practice certificates in Vietnam are stipulated in the Law on Archives 2024.

Archiving is the activity of preserving documents to maintain and enhance the value of archival documents, serving the cause of national building and defense, ensuring citizens' right to access information.
The archival practice certificates is granted to individuals who meet the professional qualifications and conditions as prescribed by law to conduct archival service business.
According to Clause 3, Article 56 of the Archival Law 2024, individuals granted the archival practice certificates must meet the following conditions:
- Be a Vietnamese citizen;
- Have full civil act capacity;
- Have a college degree or higher in archiving, or if holding an intermediate degree or higher relevant to archival services, must pass the professional examination organized by the Ministry of Home Affairs.
Individuals in any of the following cases are not granted the archival practice certificates:
- Being under criminal investigation;
- Serving a prison sentence; undergoing administrative measures in compulsory education or compulsory rehabilitation facilities;
- Convicted of crimes related to national security; deliberately leaking state secrets; illegally obtaining, trafficking, or destroying state secret documents.
- Practice nationwide under the law;
- Comply with the law on archiving and other related regulations; adhere to professional ethics;
- Not to let others rent, borrow, or use the granted archival practice certificates;
- Present the archival practice certificates and comply with inspection requirements when requested by competent authorities.
- The archival practice certificates is reissued in the following cases:
+ The license is damaged or lost;
+ Changes in personal information on the license.
- The archival practice certificates is revoked in the following cases:
+ Not meeting the conditions for issuance;
+ Falling into any of the cases not eligible for issuance.
According to Article 4 of the Archival Law 2024, archival activities must ensure the following principles:
- Ensure the leadership of the Communist Party of Vietnam; centralized and unified state management; participation of society, agencies, organizations, individuals, families, clans, and communities.
- Ensure the goal of promoting the value of archival documents for national and ethnic interests, legal rights, and interests of agencies, organizations, and individuals.
- Ensure citizens' right to access information contained in archival documents as prescribed by the Constitution and law.
- Ensure transparency, legality, and authority according to Vietnamese law, compatible with international standards and practices.
- Manage archival documents according to archival funds, combined with territorial management, ensuring scientific, systematic, objective, comprehensive, and continuous historical nature of archival documents.
- Ensure the safety, integrity, and long-term preservation of archival documents and implement archival backup for these documents.
