Below are the provisions regarding the conditions for collecting tolls for the use of state-invested expressways.

On October 10, 2024, the Government of Vietnam issued Decree 130/2024/ND-CP regulating the collection of fees to use expressways owned, directly managed and operated by the state in Vietnam.
Within this, Article 3 of Decree 130/2024/ND-CP stipulates the conditions for collection of fees to use expressways invested by the State in Vietnam as follows:
Collection of fees to use expressways owned, directly managed and operated by the state in Vietnam is as follows:
(1) Expressways meeting the following conditions:
- Designed and constructed according to the standards and technical norms for expressways and other related technical standards;
- Completed, handed over, and put into operation in accordance with the Road Law 2024, construction laws, and other related legal provisions;
- Have an asset operation scheme approved by a competent authority in accordance with laws on public asset management and use.
(2) Expressways with an investment policy decision made before the effective date of the Road Law 2024 (January 1, 2025), when put into operation but not yet meeting the clauses outlined in Clause 1 of Article 45, Clause 2 of Article 47 of the Road Law 2024, toll collection will be implemented after the completion of the construction and installation of toll station infrastructure, devices for toll collection; public service works at rest stations; technical infrastructure, technological equipment for traffic management, and have an asset operation scheme approved by a competent authority according to laws on public asset management and use.
(1) Ambulances.
(2) Fire trucks from the Firefighting and Rescue Police force, and other firefighting vehicles mobilized for firefighting tasks with priority signals as per legal regulations.
(3) Specialized vehicles for defense purposes, including vehicles with license plates: Red background, white embossed letters and numbers equipped with specialized defense equipment (including: Tankers, cranes, vehicles carrying armed forces considered as passenger vehicles with 12 or more seats, covered transport vehicles equipped with seating in the cargo area, control vehicles, military inspection vehicles, vehicles for transporting prisoners, rescue vehicles, satellite communication vehicles, and other special-purpose defense vehicles), vehicles on emergency missions using one of the priority signals according to legal regulations in urgent cases.
(4) Specialized vehicles from units within the organization system of the People's Public Security Force including:
- Traffic police patrol cars characterized by a rotating light on the roof and "CẢNH SÁT GIAO THÔNG" printed on both sides of the vehicle body;
- 113 police vehicles with "CẢNH SÁT 113" printed on both sides of the vehicle body;
- Vehicles from the Security Forces on emergency missions using priority signals in accordance with legal regulations.
(5) Funeral service vehicles, including:
- Vehicles with a specialized construction for funeral services (including: Funeral cars, refrigerated trucks used to preserve and transport bodies);
- Vehicles related to funeral services (including: Vehicles carrying guests accompanying the funeral vehicle, trucks carrying flowers, escort vehicles) used exclusively for funeral services with registration documents under the name of the funeral service unit. The funeral service unit provides a declaration of commitment that these vehicles are only used for funeral activities, submitted to the electronic payment service provider (specifying the number of vehicles, license plates according to each type).
(6) Convoys with traffic police escort vehicles.
(7) Vehicles of defense forces involved in drills, force mobilization, and equipment transportation with military special-purpose vehicles leading the way.
(8) Automobiles of the Police and Defense forces using nationwide road passes as stipulated in Clause 2, Article 8 of Decree 130/2024/ND-CP.
(9) Vehicles for dyke protection; vehicles on emergency flood and storm prevention missions according to orders from competent authorities.
(10) Vehicles tasked with transporting medicines, machinery, equipment, materials, goods to disaster-stricken areas or epidemic areas as per legal regulations on the state of emergency during major disasters ordangerous epidemics.
