On December 31, 2024, the Government of Vietnam issued Decree 179/2024/ND-CP regulating policies to attract and utilize talented individuals to work in agencies, organizations, and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, and political-social organizations.

Conditions for implementing policies to attract talented individuals to work in government agencies in Vietnam from January 1, 2025

Article 4 of Decree 179/2024/ND-CP stipulates the standards and conditions for applying policies to attract and utilize talented individuals to work in agencies, organizations, and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, and political-social organizations as follows:

(1) Officials and public employees must meet the following standards and conditions:

- Have a strong political stance; good political and moral character; clear background; sufficient health to perform tasks; possess the aspiration to contribute and serve the nation and the people; be dynamic, creative, and willing to think, act, and take responsibility for the common good;

- Be able to preside over and propose to competent authorities policies and solutions that bring high efficiency, breakthrough, and turning points in task and duty implementation; have research projects or proposals applied to bring high value and efficiency in strategic, key national or local sectors;

- Meet other specific standards and conditions as prescribed by ministries and central authorities, and local agencies.

(2) Outstanding graduates, young talented scientists must meet one of the following standards and conditions:

- Graduates with top honors from domestic universities or with excellent grades or higher from internationally recognized prestigious universities, equivalent in degree, certificate according to the law, within the age defined in Article 1 of the Youth Law at the time of application submission;

- Graduates with excellent grades from domestic universities, within the age defined in Article 1 of the Youth Law at the time of application submission and have achieved one of the following individual accomplishments:

+ Won a third prize or higher at provincial-level student talent contests, encouragement prize or higher at national-level student talent contests or a certificate of merit or higher at international student talent contests in natural sciences (math, physics, chemistry, biology, computer science) and social sciences (literature, history, geography, foreign languages) during high school;

+ Won a third prize or higher at national or international science and technology contests during high school or university;

+ Won a third prize or higher at Olympic contests in subjects like math, physics, chemistry, mechanics, computer science, or other specialized fields during university, recognized by the Ministry of Education and Training.

- Individuals with a doctorate, second-level specialization in medicine, pharmacy specialization level II in the field of medicine, pharmacy from domestic educational institutions, within the age as regulated by the Government of Vietnam on utilizing individuals engaged in science and technology activities at the time of application submission.

(3) Experts, managers, business administrators, leading scientists, whether Vietnamese or foreigners, must meet one of the following standards and conditions:

- Holding doctorates, post-doctorates from prestigious international educational institutions;

- Currently teaching, conducting scientific research, or transferring technology at research institutions, international science and technology cooperation programs or projects, or research departments of prestigious foreign businesses, in the field of their expertise;

- Experts, managers, business administrators who have worked or are working at leading Vietnamese or international businesses and organizations, possessing extensive professional experience and significant achievements in their field of work, suitable with the requirements of implementing economic, scientific, technological development tasks, or other key areas in Vietnam;

- For foreign experts, managers, business administrators, leading scientists, in addition to the aforementioned regulations, they must meet other conditions as prescribed by Vietnamese law.
