Conditions for examination, consideration for promotion to public employee professional titles in film and performing arts in Vietnam (Internet image)
Conditions for participating in the examination for promotion to the professional title of public servants majoring in film and performing arts include:
- Being appointed by a competent agency, organization, or unit to participate in the professional title promotion exam.
- Satisfying the criteria and conditions in Section 3.
- Satisfying other requirements of the professional title standards as prescribed in Circular 10/2022/TT-BVHTTDL stipulating codes, standards for professional titles, and salary classification of public employees specialized in performing arts and cinema.

Public employees who meet the criteria and conditions in Section 1 in the following cases are considered for promotion:
Officials holding professional titles in the performing arts and cinematography are awarded the titles of "People's Artist", "Excellent Artist", "Ho Chi Minh Prize" or "State Award" on literature and art specified at Point b, Clause 4 of Articles 4, 5, 8, and 9 of Circular 10/2022/TT-BVHTTDL stipulating codes, standards for professional titles, and salary ratings for public employees specialized in performing arts and cinema, to use a title or award once to consider promotion to an adjacent higher professional title.

Officials may register to take the exam or consider promotion to an adjacent higher professional title when they fully meet the following criteria and conditions:
- Being graded at the level of completing tasks well or higher in the working year preceding the year of taking the exam or considering promotion to professional titles;
Having good political qualities and professional ethics;
Not within the time limit for disciplinary action, not during the implementation of regulations related to public employee discipline specified in Article 56 of the Law on Public Employees amended in Clause 8, Article 2 of the Law amending a number of articles of the Law on Cadres and Civil Servant and the Law on Public Employees;
- Having the capacity, professional qualifications, and expertise to take on a professional title of a higher rank adjacent to the one currently held in the same occupational field;
- Meeting the requirements for diplomas, certificates, and other requirements of the professional title standards for competition or promotion;
In case public employees are exempted from exams in foreign languages and informatics as prescribed in Clauses 6 and 7, Article 39 of Decree 115/2020/ND-CP, they are required to meet the requirements of foreign language and computer standards of the professional title to be contested or considered for promotion;
- Satisfying the minimum working time requirement for holding the adjacent lower-class professional title as required by the professional title standards for competition or promotion.
In case the public employee who has worked for a period of time before being recruited or accepted has paid compulsory social insurance in accordance with the provisions of the Law on Social Insurance, working in a position that requires appropriate professional qualifications (if there is an intermittent working period without receiving a lump-sum social insurance allowance, it will be accumulated), and that time is calculated by the competent recruitment agency or unit as the basis for salary ranking in the current professional title, it is counted as equivalent to the current professional title.
In cases of equivalent duration, at least 01 year (full 12 months) must be spent holding a lower-class professional title adjacent to that of the contested professional title or considered until the deadline for submitting the application for competition or promotion consideration.
