Conditions for Establishing an Oil Spill Response Plan at Sea

At the end of 2018, Circular 33/2018/TT-BTNMT was issued by the Ministry of Natural Resources and Environment, stipulating the procedures for addressing the consequences of oil spills at sea.

Circular 33/2018/TT-BTNMT outlines 02 cases requiring the formulation of a plan to address oil spills at sea, specifically:

- The number of locations with environmental parameter concentration levels exceeding the permissible values according to national environmental standards and regulations constitutes over 25% of the total number of measurement, observation, and sampling locations;- The total area of sub-regions with low vulnerability levels constitutes over 15% of the total area of the investigated and detailed evaluated region.

Note: Cases not covered by the above regulations should monitor the progression of marine environmental pollution according to the provisions of Article 14, Circular 33/2018/TT-BTNMT.
