The Government has just issued Decree 24/2022/ND-CP amending and supplementing Decree 15/2019/ND-CP guiding the Law on Vocational Education .

Accordingly, amending and supplementing regulations on conditions for allowing the establishment of branches of foreign-invested intermediate schools and colleges as follows:

- Having a location for the construction of facilities and investment capital that allows the establishment of a branch of a secondary school or college with foreign investment capital equal to at least 25% of the minimum land use area and investment capital. permit the establishment of foreign-invested intermediate schools and colleges, specifically:

+ The minimum usable land area of ​​the vocational education center is 1,000 m2; for intermediate schools is 10,000 m2 for urban areas and 20,000 m2 for non-urban areas; of the college is 20,000 m2 for urban areas and 40,000 m2 for non-urban areas.

+ Investment capital established by lawful capital sources, excluding land value, specifically as follows:

For vocational education centers, the minimum is 05 (five) billion VND;

For intermediate schools, the minimum is 50 (fifty) billion VND;

For colleges, the minimum is 100 (one hundred) billion VND.

(Currently, it is only regulated that the investment level must reach at least 25% of the above-mentioned investment capital levels)

- The location of the branch office located in a province or centrally run city is different from the place where the head office of the foreign-invested secondary school or college is located. (New content added)

(Currently, Decree 15/2019/ND-CP also stipulates the following conditions: having a project to establish a branch, clearly stating the necessity for establishment; name and scope of activities; construction plan, development and branches, occupations, qualifications and training scale corresponding to each branch's development stage and accompanying proofs.At the same time, there is a contract or agreement on the principle of renting suitable facilities. and stable for at least 5 years. Thus, the new regulations have removed these two conditions).
