This is one of the key contents stipulated in Circular 22/2014/TT-BVHTTDL Regulations on certain contents of managing the organization of Rowing, Canoe, and Traditional boat racing competitions in Vietnam, issued on December 15, 2014.

The conditions for equipment in organizing boat racing competitions in Vietnam are stipulated as follows:
There must be at least 04 specialized motorboats serving Referees and the Organizing Committee.
There must be communication devices for the members of the organization and the competition administration.
There must be at least 03 cameras to record the finish line, starting alignment, and progress on the track.
Other operational equipment as prescribed by the competition law.
Conditions for referees:
Referees managing the Rowing, Canoe, and Traditional Boat racing competitions within the high-achievement sports system must be recognized by the Vietnam Boat Racing Federation.
For competitions organized by the People's Committee of provinces or centrally-run cities, the referees managing the competition must be summoned by the local Boat Racing Federation or the Department of Culture, Sports, and Tourism of the province, centrally-run city.
