Conditions for Employee Health Insurance Card to be Effective from January 01, 2020 in Vietnam

Official Dispatch No. 2618/BHXH-QLT on issuance of health insurance cards valid from January 01, 2020 by Ho Chi Minh City Social Insurance issued on November 13, 2019.

To ensure the rights of medical examination and treatment for participants of health insurance and that the health insurance card is valid for use from January 1, 2020, Ho Chi Minh City Social Insurance requests the following entities: employers; units managing participants of BHYT; educational and training institutions; and social insurance and health insurance collection agents in Ho Chi Minh City to implement the following:

- For the employers: Pay social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance for the year 2019 before December 31, 2019.

- For educational and training institutions: Submit the money and documents for purchasing student health insurance cards for the academic year 2019 – 2020 before December 31, 2019.

In case the List of Participants of health insurance cannot be compiled on time due to the large number of students participating, educational and training institutions must submit the money before December 31, 2019, and submit the documents in January 2020 to ensure the health insurance card is valid for use from January 1, 2020.

- For entities managed by the Department of Labor, War Invalids, and Social Affairs: Complete the reconciliation and payment for the purchase of health insurance cards for the year 2019 before December 31, 2019; compile the List of issuing health insurance cards for the subjects with the validity from January 1, 2020, in December 2019 to issue and deliver the health insurance cards to participants before the card is valid for use.

In case the unit compiles and submits the money not in accordance with the prescribed time which leads to delayed issuance of health insurance cards affecting the benefits of participants, the unit will be fully responsible for any incurred medical examination and treatment costs.
