In addition to the policies on regular salary grade raises based on the number of years at the current salary grade, Circular 08/2013/TT-BNV also stipulates that in certain cases, officials and public employees may receive a salary grade raise ahead of schedule.
To be specific, for early salary grade promotion, officials and public employees must fall under one of the following cases:
Officials and public employees who achieve excellence in their work, recognized by a competent authority in writing, will be eligible for early salary grade promotion if they meet the following conditions:
- Not yet at the final salary grade in the rank or position;- As of December 31 of the year of consideration for early salary grade promotion, the remaining time for regular salary grade promotion is 12 months or less, they are considered for a one-step salary grade promotion up to a maximum of 12 months earlier than the regular schedule;- For officials, additional criteria include: Being evaluated by a competent authority from the level of completing tasks but with limited capacity or higher; not violating disciplinary actions in the form of reprimand, warning, demotion, or dismissal;- For public employees, the additional criterion is: Being evaluated by a competent authority from the level of completing tasks or higher; not violating disciplinary actions in the form of reprimand, warning, or dismissal.
The achievements used as the basis for considering early salary grade promotion will be specifically regulated in the Early Salary Grade Promotion Regulations of the agency or unit after consultation with the governing body's party committee and trade union executive committee.
In this case, to be eligible for early salary grade promotion, the following conditions must be met:
- Not yet at the final salary grade in the rank or position;- From the date of the early retirement notice until the retirement date, there is 12 months or less remaining for the regular salary grade promotion period;- Meeting all the criteria as in the case of early salary grade promotion due to achievements of excellence.
In cases where officials and public employees fall under both early salary grade promotion policies as mentioned above, they are entitled to choose one of the two.
