According to Article 4 Circular 24/2011/TT-BVHTTDL, the conditions for award nomination are specified as follows:
- Meet one of the standards stipulated in point a, clause 1, Article 3 of this Circular;
- At the time of award nomination, have not violated any laws related to the prevention and control of domestic violence.
Individuals and collectives meeting one of the following conditions will be nominated for a Certificate of Commendation by the Chairman of the District People's Committee:
- Individuals and collectives commended consecutively twice or non-consecutively three times by the Chairman of the Commune People's Committee and at the time of award nomination, have not violated any laws related to the prevention and control of domestic violence;
- Individuals and collectives with extraordinary contributions creating a positive impact in the community regarding domestic violence prevention;
- Individuals and collectives with initiatives in domestic violence prevention that have been applied practically within the locality and yielded positive results;
- Individuals and collectives from district-level agencies or organizations recognized for their outstanding performance in domestic violence prevention.
Individuals and collectives from provincial-level agencies or organizations recognized for their outstanding performance in domestic violence prevention.
Individuals and collectives meeting one of the following conditions will be nominated for a Certificate of Merit by the Chairman of the Provincial People's Committee:
- Individuals and collectives from the commune level commended consecutively twice or non-consecutively three times by the Chairman of the District People's Committee;
- Individuals and collectives from the district level commended consecutively three times or non-consecutively four times by the Chairman of the District People's Committee;
- Individuals and collectives from the provincial level commended consecutively three times or non-consecutively four times by the Director of the Department of Culture, Sports and Tourism;
- Individuals and collectives with extraordinary contributions creating significant positive impacts at the provincial level concerning domestic violence prevention.
Individuals and collectives meeting one of the following conditions will be nominated for a Certificate of Merit by the Minister of Culture, Sports and Tourism:
- Individuals and collectives with contributions creating positive impacts regionally or nationally regarding domestic violence prevention;
- Individuals and collectives with research projects, initiatives, or inventions in domestic violence prevention that have been practically applied regionally or nationally and yielded positive results;
- Individuals and collectives from the Central level recognized for consecutively completing outstanding tasks in domestic violence prevention for two years;
- Individuals and collectives with excellent achievements in advising and directing domestic violence prevention tasks that have continuously reduced domestic violence incidents within the managed area for over two years, with the following year's incidents reduced by at least 15%; multiplication and maintenance of the domestic violence prevention model under the guidance of the Ministry of Culture, Sports and Tourism for over two years, expanding the implementation areas by at least 10% more than the previous year (except for areas nearly or fully covered by such models).
Conditions for nomination for the Commemorative Medal for the cause of Culture, Sports and Tourism as regulated by the Minister of Culture, Sports and Tourism.
Conditions for nomination for the Prime Minister's Certificate of Merit, Medals, and Orders are conducted according to the regulations of the Law on Emulation and Commendation.
