- There is a Scheme for mine closure.- The presence of the Chairman of the Council or the Vice Chairman of the Council authorized by the Chairman of the Council to preside over the meeting.- The presence of at least two-thirds (2/3) of the total number of Council Members and at least 01 reviewing Member; in which there must be sufficient reviewing and evaluating comments on the mine closure scheme from the reviewing Members.- There is a legal representative of the organization or individual requesting the appraisal and approval of the mine closure scheme.- The organization or individual has paid the appraisal fee for the mine closure scheme as prescribed by law.
