Conditions for Benefiting Policies for Southern Youth Volunteers

the Government of Vietnam promulgates Decree 112/2017/ND-CP stipulating policies for local youth volunteers in the southern region participating in the resistance during the period 1965-1975.

To be eligible for one-time allowances, monthly allowances, burial allowances, and business production loan policies, the following conditions must be met:

- Mobilized to participate in the resistance war according to the Resolution of the First Congress of the Revolutionary Youth Union of Southern People on March 26, 1965.- Participated in the local Youth Volunteer organization in the South, established by the Revolutionary Youth Union of Southern People or the revolutionary government at district, provincial, and municipal levels, under organizational forms such as: company, platoon, squad, team, or using the name of the Youth Volunteer unit attached to a locality, administrative level.- Age of participation in the local Youth Volunteer organization in the South is from 16 to 30 years old. In special cases, under 16 years old, in good health, voluntarily join the local Youth Volunteer organization in the South and accepted by the units but not under 14 years old.- Have active service at the local level (commune, hamlet, inter-commune, inter-district) from March 26, 1965, to April 30, 1975.- Method of operation is non-centralized.

At the same time, local Youth Volunteers must perform one of the following tasks:

- Acted as liaison, guide, eliminate enemies and resist puppet forces;- Conducted propaganda, organized communication activities with revolutionaries operating within enemy organizations;- Protected and cared for revolutionary officers;- Directly transported the injured, supplied ammunition for regular armed forces and local armed forces;- Directly transported weapons, food, medicine, documents from enemy-occupied territories to the base and vice versa;- Established hamlets, combat communes, participated in constructing trenches, building roads serving the resistance; destroyed enemy infrastructure, means, equipment serving the war;- Participated in combat service or participated in serving battlefields upon the request of superiors;- Participated in performing other tasks assigned by the revolutionary organization.

Decree 112/2017/ND-CP took effect on November 20, 2017.
