Concept of Scientific and technological works in Vietnam 

According to Clause 1 Article 3 Decree 18/2024/ND-CP, Scientific and technological works in Vietnam include:

- Scientific research works are the result of activities that explore, discover, understand the nature and laws of natural, social, and thought phenomena; create solutions for practical applications;

- Technological development research works are works that create new technology, new technical solutions, new materials, new breeds, new products;

- Technological application works are works that successfully apply new technology, new technical solutions.

Standards for awarding scientific and technological prizes of ministries, central and local authorities in Vietnam

Ministries, central and local authorities, based on their management fields and specific conditions, decide to organize the awarding of scientific and technological prizes. The standards for awarding scientific and technological prizes of ministries, central and local authorities in Vietnam are stipulated in Article 24 Decree 18/2024/ND-CP as follows:

- Regarding scientific and technological value:

+ For scientific research works: Add new knowledge or have new scientific discoveries that have a transformative impact on production and social life within the management scope of ministries, central and local authorities in Vietnam;

+ For technology research and development works: Solve technological issues, create new technology superior to other similar technologies currently applied in ministries, central and local authorities in Vietnam;

+ For technology application works: Contribute to creating an overall plan with accompanying technical solutions or create technical and technological innovations for successful application and advanced technology creativity in significant works of ministries, central and local authorities in Vietnam, or have an impact on the economic-technical efficiency of that work.

- Regarding practical value:

+ For scientific research works: Have an impact on awareness and social life or contribute to building mechanisms, policies, and laws within the management scope of ministries, central and local authorities in Vietnam based on the scientific and practical basis of the work;

+ For technology research and development works: Contribute to technological innovation or create new products with significant economic value, capable of enhancing the competitiveness of products and economic sectors;

+ For technology application works: Bring about efficiency in socio-economic or national defense and security development or international integration; protect the environment.

Conditions for awarding scientific and technological prizes of ministries, central and local authorities in Vietnam

Article 23 Decree 18/2024/ND-CP stipulates the conditions for scientific and technological prizes of ministries, central and local authorities in Vietnam as follows:

- For the work, it must meet the following conditions:

+ Belong to the management field of ministries and central authorities or be implemented in the locality and directly serve the development of ministries and central authorities or the socio-economic, national defense, and security development of the locality;

+ Be published or applied in practice for at least 01 year up to the time of submitting the application for the award consideration.

- For the author: Comply well with the policies of the Communist Party, policies, and laws of the State; do not violate the provisions of Article 8 Law on Science and Technology.
