This is the new regulation amended in Circular 16/2019/TT-BLDTBXH of the Ministry of Labour, War Invalids and Social Affairs, which amends and supplements a number of articles of Circular 14/2005/TT-BLDTBXH dated March 30, 2015, stipulating the regulations on inspectors, specialized inspection officers, and inspection collaborators of the Labour, War Invalids and Social Affairs sector.
According to the provisions in Circular 16/2019/TT-BLDTPXH, labor inspectors in the Ministry of Labor, Invalids and Social Affairs (LDTBXH) are equipped with necessary tools and devices at their workplaces in accordance with the law. When on a business trip, inspectors conducting independent inspections or part of an inspection team are provided with the following working means and devices to support their activities:

- Laptops, printers;- Photo, audio, and video recording devices;- Specialized technical equipment;- Other auxiliary devices serving inspection activities.
In addition to the aforementioned means and technical devices, when conducting inspections and in necessary cases, the inspection agency is allowed to use other means and techniques as stipulated by the law. The Ministry inspection department prepares a list of technical devices serving inspection activities for the Minister's approval.
Regarding information and communication means; reporting and professional exchanges:
- Inspectors on independent duty or part of an inspection team are ensured internet use during the execution of public duties.- Inspectorate officers and agencies within the Ministry of Labor, Invalids, and Social Affairs report and exchange professional information through various methods: telephone, fax, email, postal mail, and other communication means as approved by the law and internal regulations.
Thus, Circular 16/2019/TT-BLDTPXH has eliminated the provision for "Ministry and Department Inspectors to be equipped with specialized cars for task execution or when working in complex terrain areas or places without public transport."
Additionally, this Circular adds provisions for Inspectors assigned to conduct sudden inspections at night or outside normal working hours to receive policies for night work and overtime according to the Labor Code regulations.
The funding for the aforementioned activities is secured from the annual state budget estimates for the Ministry Inspectorate, the Department of Labor, Invalids, and Social Affairs, funds from administrative penalty collections through inspections, recovered amounts detected during inspections that have been remitted to the state budget, and other legal funding sources.
