On May 14, 2018, the Ministry of Transport issued Circular 28/2018/TT-BGTVT regulating the connection of road traffic signal lights with signaling lights on the road at level crossings, providing information to support monitoring at intersections between roads and railways.
Conditions and principles for signal connection at road junctions where a branch road enters a level crossing are regulated by Circular 28 as follows:
1. Conditions:
- For roads of grade IV or lower intersecting at grade with the railway: not greater than 75 meters;- For currently operating level crossings where roads of grade III or higher intersect at grade with the railway but an overpass or underpass has not been implemented in accordance with the Railway Law: not greater than the stopping sight distance according to the design speed corresponding to that road grade.
2. Principles:
- Must not affect the normal operation of the road traffic signal system and the road traffic signal system at level crossings;- Priority is given to the road traffic signal at level crossings;- Ensure consistent and synchronized display of road traffic signals and road traffic signals at level crossings when a train passes through the level crossing;- The signal connection must be implemented according to technical standards and regulations on railway and road signals, as well as relevant legal documents; and must also minimize traffic congestion in the area of the level crossing and the road junction with a branch road entering the level crossing.
