Amended 2013 Fire Prevention and Fighting Law stipulates new regulations on the business of fire prevention and fighting services (FPP), categorizing it as a conditional business sector.
Conditions for Business Operations in Fire Prevention and Fighting Services
According to regulations, operations in the business of fire prevention and fighting (PCCC) services must meet the following conditions:
- The head of the enterprise and the legal representative of the business facility providing PCCC services must have appropriate diplomas or certificates relevant to the business activities;- There must be sufficient physical facilities, vehicles, equipment, and conditions ensuring the business operations.
Dossier and Procedures for Confirmation of Eligibility to Operate in PCCC Services
- A written request for confirmation of eligibility to operate in PCCC services;- A copy of the business registration certificate or operation registration certificate of the enterprise or facility;- A list of individuals with PCCC certificates appropriate to the business sector of PCCC services of the enterprise or facility, accompanied by copies of the certificates and copies of the recruitment decision or labor contracts for each individual;- A copy of the diploma certifying the professional qualifications of the individual;- Documents proving the physical facilities, vehicles, and equipment conditions ensuring the business operations.
Within 07 working days from the date of receiving complete and valid dossiers, the competent Fire Fighting Police agency must complete the confirmation of eligibility for business operations and PCCC services for the enterprise or facility. In case of ineligibility for confirmation, the Fire Fighting Police agency must issue a written response stating the reasons.
Enterprises or facilities are only allowed to proceed with business operations in PCCC services after the Fire Fighting Police agency has issued the confirmation of eligibility for business operations in PCCC services.
Business Activities in PCCC Services
The law stipulates that business activities in fire prevention and fighting services include the following activities:
- Consultancy in design, appraisal, supervision; consultancy in inspection, technical examination; construction, installation of fire prevention and fighting systems; consultancy in technology transfer for fire prevention and fighting; production, assembly of fire prevention and fighting means and equipment;- Training and guidance on fire prevention and fighting skills;- Trading in fire prevention and fighting means, equipment, and materials.
