Conditions and Content for Connecting Railway Lines

The Ministry of Transport has issued Circular 26/2018/TT-BGTVT regulating the conditions, order, and procedures for rail connection of urban railways and dedicated railways with the national railway; rail connection of urban railway lines. The document takes effect from July 1, 2018.

Conditions and connection content of railway lines are clearly specified in Circular 26:

Regarding Conditions:

- The connection of railway lines must be approved by the competent authority and can only be carried out when there is a connection license.- The standards, technical regulations, and technology of the railway line seeking connection must be compatible with the standards, technical regulations, and technology of the railway line to be connected.- The locomotive and wagon gauge and the train load when operating from the railway line seeking connection to the railway line to be connected must not exceed the allowable gauge and load limits for each section, area, and railway line to be connected.- The connection of urban railway lines is only implemented for lines that are consistent in terms of standards, technical regulations, technology applied in construction, maintenance of infrastructure, and train manufacturing, ensuring continuous, seamless, safe, and efficient train operation management.

Regarding Content:

- Technical connection between railway lines includes:- Connecting railway constructions, information systems, railway traffic signals, and traction power systems;- Connecting the traffic operation centers of the railway lines to ensure unified, centralized management of transport activities on the connected railway line;- Spatial and technical connections with nearby related constructions at the connection point to ensure uniformity according to the plan.- Unifying the train operation method on the connected railway line to ensure seamless, safe railway transport operations, national defense, security, and environmental protection.

Circular 26/2018/TT-BGTVT takes effect from July 01, 2018, replacing Circular 05/2011/TT-BGTVT.
