Recently, the Central Committee has reached a conclusion on the development of Traditional Vietnamese Medicine and Vietnam Orientally Traditional Medicine Association in the new phase.

On July 10, 2024, the Central Executive Committee issued Conclusion 86-KL/TW of the Party Secretariat on the development of Traditional Vietnamese Medicine and the Vietnam Orientally Traditional Medicine Association in the new period.

To develop Traditional Vietnamese Medicine and the Vietnam Orientally Traditional Medicine Association in line with Directive 24-CT/TW, associated with the implementation of the Resolution of the XIII Party Congress and the Communist Party's guidelines on protecting, caring for, and improving people's health in the new situation, the Party Secretariat requires Party committees, Party organizations, governments, the Vietnam Fatherland Front, and socio-political organizations at all levels to concentrate on implementing the following key tasks and solutions effectively:

- Continue to effectively organize and implement Directive 24-CT/TW, the Resolution of the XIII Party Congress, and the Communist Party's guidelines on protecting, caring for, and improving people's health; create a positive shift in awareness and responsibility of the political system and entire society; innovate and enhance the effectiveness of propaganda and education, determine the responsibility and actions of Party committees, Party organizations, authorities, officials, Party members, and the People in developing Traditional Vietnamese Medicine and the Vietnam Orientally Traditional Medicine Association, contributing to the preservation, development of national, traditional medical knowledge, and Vietnamese cultural identity.

- Review, supplement, and complete relevant policies and laws, continue to concretize policies on traditional medicine; innovate the management system, diversify, and improve the quality of traditional medicine services associated with health care tourism.

Increase investment, focus on training, and develop herbalists and pharmacists, ensuring sufficient human resources from the central to local levels. Enhance socialization to mobilize various resources and sectors to participate in the development of Traditional Vietnamese Medicine.

Develop a system of traditional medicine examination and treatment, especially at the grassroots health level; combine traditional medicine with modern medicine; research, test, and prove the effectiveness of non-drug treatment methods, traditional medicine prescriptions, and herbs in disease prevention, treatment, and health improvement for the people. Build and complete a database of herbal medicines, traditional medicine interconnected with national and specialized databases, and promote the application of science, technology, and digital transformation in traditional medicine.

- Plan and develop herbal cultivation and farming regions on an industrial scale, establish a traceability system, and ensure the security and safety of herbal medicines; implement special policies for the development of medicinal herbs, especially valuable and economically high-value herbs associated with socio-economic development, poverty reduction, particularly in ethnic minority and remote areas.

Develop the herbal medicine industry associated with scientific research to form production, preservation, and processing link chains; transfer technology in herbal farming, production, and consumption of traditional medicine; strengthen coordination among ministries, central authorities, and local authorities in managing herbal medicines, enhancing quality control, and resolutely fighting against counterfeit, substandard, and unclear origin traditional medicine products.

- Proactively and actively integrate and enhance the effectiveness of international cooperation, promote the construction and promotion of the image and brand of Vietnamese traditional medicine; implement trade promotion policies to export traditional medicine products, including high-quality human resources and non-drug treatment methods to the international market.

Participate in professional and educational associations for traditional medicine in the region and world. Enhance support for the discovery, registration, and protection of intellectual property rights for traditional medicine; honor and ensure the rights of distinguished doctors; implement specific policies in intellectual property rights registration, and protection of secret formulas in the preparation and processing of traditional medicine.

- Promote the proactive, active, and core role of the Vietnam Orientally Traditional Medicine Association and socio-political organizations in propagating, mobilizing, providing information about Vietnamese traditional medicine, effective remedies, and treatment methods for both domestic and international people to know and use.

Coordinate with media agencies to introduce and replicate good models, good practices, and exemplary figures in the development of traditional medicine. Effectively implement the campaigns "Vietnamese people prioritize Vietnamese goods", and "Vietnamese people prioritize Vietnamese medicine".
