Conclusion of the Deputy Prime Minister of Vietnam on the situation of institutional development in the Education and Training sector (Internet image)
On August 15, 2024, the Office of the Government of Vietnam issued Notice 383/TB-VPCP on the Conclusion of the Deputy Prime Minister of the Government of Vietnam, Le Thanh Long, at the meeting on the situation of institutional construction in the Education and Training sector.
After listening to the report from the Ministry of Education and Training of Vietnam, the opinions of the delegates attending the meeting, Deputy Prime Minister of the Government of Vietnam Le Thanh Long stated the following:
(1) The Ministry of Education and Training should continue to proactively cooperate with relevant ministries and central authorities to have specific solutions to fully implement the directives of the Communist Party, National Assembly, Government of Vietnam, and Prime Minister in the work of institutional construction to ensure progress and quality, preventing delays in the tasks assigned by the Government of Vietnam and the Prime Minister. Promote the role of the leadership and collective leadership in the work of building and perfecting the institution, and issuing legal documents, in which it is necessary to: determine the viewpoint, orientation of the document content and consistently implement; clearly identify the source documents assigning tasks, political, legal basis, practical basis, and directives from higher levels; correctly determine the authority and form of the document; closely coordinate and work directly to gather opinions from relevant ministries and agencies on important and specific matters within the authority and responsibility of those ministries and agencies.
(2) For documents and schemes submitted to the Government of Vietnam and the Prime Minister:
- For documents and schemes that have received opinions from Government members and the Prime Minister: The Ministry of Education and Training should proactively and closely coordinate with the Office of the Government of Vietnam and the Ministry of Justice to urgently research, absorb, and fully explain feedback; complete dossiers, and soon resubmit them to the Government of Vietnam and the Prime Minister for review and decision.
- For documents and schemes that have not met dossier requirements: The Office of the Government of Vietnam should discuss and provide specific information on the issues that need to be supplemented to complete the dossiers.
(3) For some specific documents and schemes:
- Regarding the proposal to create a Resolution of the National Assembly allowing the recruitment of teachers with college degrees: The Ministry of Education and Training should cooperate with the Office of the Government of Vietnam to clarify remaining issues to propose solutions, complete the dossier, and submit it to the Government of Vietnam.
- Regarding the draft Decree regulating policies for students and trainees in ethnic minority areas, mountainous areas, coastal and island areas, and educational institutions with policy students: The Ministry of Education and Training should base its review on political and legal bases, proactively review support levels for the subjects of the draft Decree to ensure appropriateness, and soon complete the dossier to submit to the Government of Vietnam.
- Regarding the draft Decree regulating investment conditions and activities in the field of education (replacing Decree 46/2017/ND-CP and Decree 135/2018/ND-CP): The Office of the Government of Vietnam should discuss with the Ministry of Education and Training on the content and dossier of the draft Decree, and report to the Deputy Prime Minister of the Government of Vietnam.
- Regarding the draft Scheme on international integration in education and training: The Ministry of Education and Training should continue to proactively complete the Scheme after the conclusion of the Politburo on continuing to implement Resolution 29-NQ/TW dated November 4, 2013, of the Central Committee; in which there should be discussions and consensus with the Ministry of Labor - Invalids and Social Affairs on the possibility of limiting the scope of the Scheme according to the state management field of the Ministry of Education and Training to ensure feasibility.
- Regarding the draft Decree amending and supplementing Decree 86/2018/ND-CP on foreign cooperation and investment in education: The Ministry of Education and Training should review the subjects and specific regulations of the draft Decree, in which they should ensure the accuracy of contents related to special cases (if any) to have appropriate policies and soon complete the dossier to submit to the Government of Vietnam.
- Regarding the draft Decree on the functions, tasks, and powers of National Universities: The Office of the Government of Vietnam should take the lead in cooperating with the Ministry of Education and Training to aggregate unresolved and inconsistent contents, report to the Deputy Prime Minister of the Government of Vietnam, before reporting and seeking opinions from the Standing Committee of the Government of Vietnam on orientations for this draft Decree.
- Regarding the Scheme for developing high-quality human resources in high-tech fields: The Ministry of Education and Training should review relevant proposals (including the Scheme for developing human resources in the semiconductor industry by 2030 with an orientation to 2050 led by the Ministry of Planning and Investment) to avoid duplication and design focused and specific content.
- Regarding the draft Teachers Law: The Ministry of Education and Training should review regulations on allowances and policies for the teaching staff and refer to international experiences to ensure superiority and feasibility to develop and improve the quality of the teaching staff, overcome policy inadequacies, and reflect the Party's and State's policy of considering education a top national policy.
- Regarding the universalization of preschool education for children aged 3-5: The Ministry of Education and Training should fully review Party, National Assembly, and Government directives to comprehensively understand the requirements for building related Resolutions, and report to the Prime Minister of the Government of Vietnam on difficulties and complexities arising during the process of Resolution construction.
- Regarding requests to postpone documents and schemes of the Ministry of Education and Training in documents 3567/BGDDT-GDTrH and 3568/BGDDT-GDTrH dated July 16, 2024: The Office of the Government of Vietnam should discuss and agree with the Ministry of Education and Training on an appropriate submission schedule.
