The Politburo, the Secretariat of Vietnam issued Conclusion 126-KL/TW on February 14, 2025, on the content and tasks of continuing the arrangement, streamlining of the organizational structure of the political system in 2025.

Conclusion 126: Arrangement and Completion of Organizational Structure in 2025 and the 2025 - 2030 term

The Politburo, the Secretariat requires party committees and organizations to focus on effectively implementing and ensuring the timely completion of several contents and tasks, including continuing to arrange and complete the organizational structure of the political system in 2025 and the 2025 - 2030 term as follows:

- Assign the Communist Party Committee of the National Assembly, the Communist Party Committee of the Government of Vietnam, the Communist Party Committee of the Fatherland Front, central unions, central party committees, local party committees, and organizations to urgently research and propose amendments and supplements to the Communist Party's regulations, state laws, mechanisms, and policies related to creating a legal basis for implementing the comprehensive model of the political system in the near future, ensuring synchronization in the process of streamlining the organizational structure.

- Assign the Communist Party Committee of the Government of Vietnam to:

+ Direct the Communist Party Committee of the Government Inspectorate of Vietnam and related agencies and units to promptly complete the Scheme for reorganizing the inspection system, report to the Politburo at the meeting on February 18, 2025.

+ Lead and direct the review, evaluation, and reorganization of party organizations in corporations, general companies, and state-owned commercial banks by transferring the grassroots party committees (enterprises) affiliated with the party committees of corporations or general companies to fall under the authority of local party committees following their business locations (report to the Secretariat by the end of the second quarter of 2025).

+ Take charge in cooperation with the Central Organization Commission, the Communist Party Committee of the National Assembly, relevant party committees, and organizations to study orientations for the continued abolition of intermediate administrative levels (district level); develop plans for continuing the arrangement of commune-level appropriate to the new organizational model, propose the organization, functions, tasks, powers, and responsibilities of the commune level; orient the merger of some provincial-level administrative units; propose policies for amending and supplementing related legal and Communist Party regulations, report to the Politburo in the third quarter of 2025.

- Assign the Communist Party Committee of the Central Public Security to lead and collaborate with relevant agencies and provincial and municipal party committees to implement the Scheme to organize the police into three levels, ensuring no establishment at the district level, meeting the targets, requirements, and proposed timelines.

- Assign central party committees to lead and direct the committees of the Supreme People's Court and the Central People's Procuracy to research, advise on models of agencies (courts, procuracies) toward eliminating intermediate levels (district level), and propose amendments and supplements of related Communist Party and state mechanisms and policies; continue to innovate the organization, enhance the operational quality of people's courts and procuracies to meet the judicial reform requirements in the new phase; report to the Politburo in the second quarter of 2025.

- Assign the Central Propaganda and Mass Mobilization Commission to lead and cooperate with the Central Organization Commission, the Communist Party Committee of the Government of Vietnam, and related party committees to research orientations for arranging local press agencies to merge broadcast agencies belonging to provincial people's committees with provincial party press organs.

- Assign the Central Military Commission to lead and cooperate with the Central Organization Commission, the Communist Party Committee of the Government of Vietnam, the Communist Party Committee of the National Assembly, and related party committees to study orientations for continuing to arrange the organization of the army (including the organization of district-level military agencies); propose amendments and supplements to related Communist Party and state mechanisms and policies, report to the Politburo in the third quarter of 2025.

- Assign the Communist Party Committee of the Fatherland Front and central unions to cooperate with the Central Organization Commission, the Communist Party Committee of the Government of Vietnam, the Communist Party Committee of the National Assembly, and party committees of political-social organizations, mass associations at the central level tasked by the Communist Party and the State:

(1) Lead and direct a comprehensive review of functions, tasks, and organizational structures of affiliated agencies and organizations, especially press agencies to ensure unified management, effective operation toward maximum streamlining, maintaining only essential units, report to the Politburo in the second quarter of 2025.

(2) Research orientations for reorganizing political-social organizations, mass associations assigned tasks by the Communist Party and the State to report directly to the Central Committee of the Vietnam Fatherland Front (synchronize with the current party organizational structure) and propose policies for amending and supplementing related legal and Communist Party regulations, report to the Politburo in the third quarter of 2025.
