Conclusion 121: The Central Committee of Vietnam agrees not to organize district-level public security forces

According to Conclusion 121, the Central Committee of Vietnam approved the plan to streamline and reorganize the organizational structure, in which it agreed not to establish public security forces at the district level.

The Central Committee of Vietnam agrees not to organize district-level public security forces

On January 24, 2025, the Central Executive Committee issued Conclusion 121-KL/TW summarizing Resolution 18-NQ/TW of the 12th Central Executive Committee of the Vietnam Communist Party on “Some issues on further innovation, streamlining the organization of the political system's apparatus to operate efficiently and effectively."

The Central Government approved the streamlining plan for the apparatus as follows:

For Vietnam Communist Party bodies: Dissolution of the Central Foreign Relations Committee, transferring related functions and duties to the Ministry of Foreign Affairs, and the Communist Party assigning the Ministry of Foreign Affairs. Dissolution of the Communist Party Committee in charge of Central Agencies, Central Enterprises. Dissolution of party groups and committees in central government and provincial levels.

Establishment of four Communist Party departments under the Central Executive Committee: the Communist Party departments of the Central Party Agencies, the National Assembly, the Government of Vietnam, and the Vietnam Fatherland Front, and central associations.

Merger of the Central Propaganda Department and the Central Mass Mobilization Department into the Central Propaganda and Mass Mobilization Department.

Supplement and rename the Central Economic Department to the Central Policy and Strategy Department.

For National Assembly bodies: Dissolution of the Foreign Relations Committee, transferring duties to the Defense, Security Committee, Office of the National Assembly, Ministry of Foreign Affairs; renaming the National Defense and Security Committee to the Defense, Security and Foreign Relations Committee.

Merging of the Law Committee and the Judiciary Committee into the Law and Judiciary Committee; the Economic Committee and the Finance and Budget Committee into the Economic and Finance Committee; the Social Affairs Committee and the Culture, Education Committee into the Culture and Social Committee.

Rename and upgrade two agencies under the National Assembly Standing Committee: the Inquiry Committee to the National Assembly Inquiry and Oversight Committee; the Deputies Affairs Committee to the National Assembly Deputies Affairs Committee.

For Government of Vietnam agencies: Merger of ministries: the Ministry of Planning and Investment and the Ministry of Finance into the Ministry of Finance; the Ministry of Construction and the Ministry of Transport into the Ministry of Construction; the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment into the Ministry of Agriculture and Environment; the Ministry of Information and Communications and the Ministry of Science and Technology into the Ministry of Science and Technology; the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs into the Ministry of Home Affairs.

Establishment of the Ministry of Nationalities and Religion based on the Ethnic Committee, receiving additional functions, duties, and management organization of state religious affairs from the Ministry of Home Affairs.

The Central Executive Committee agreed to the policy of reorganizing the inspection system based on streamlining and reorganizing the Government of Vietnam's Inspectorate and the local inspection, specialized inspection agencies.

The Central Executive Committee also agreed to the policy of restructuring the local police apparatus towards "comprehensive province; strong communes, with grassroots focus," not organizing district-level police. In particular, for island districts, police posts will be set up (due to the absence of commune-level administrative units). A pilot program will be initiated not to establish party organizations in district public security, district-level towns, provincial cities, and centrally-run cities.
