On November 6, 2024, the Prime Minister of Vietnam requested the focused implementation of solutions for the prevention and control of African Swine Fever.

On November 6, 2024, the Prime Minister of the Government of Vietnam issued Directive 41/CT-TTg regarding the concentrated and unified implementation of strong measures to prevent and control African Swine Fever.
On July 14, 2024, the Prime Minister of the Government of Vietnam issued Directive 21/CT-TTg directing the Presidents of the People's Committees of provinces and centrally-affiliated cities to strictly implement measures to prevent and control African Swine Fever, yet the disease prevention and control were not vigorous and effective in some localities.
To promptly and effectively prevent African Swine Fever, restore production, and ensure food supply, the Prime Minister of the Government of Vietnam requests that Ministers, Heads of agencies under the Government, and Presidents of the People's Committees of provinces and centrally-affiliated cities focus on implementing the following main tasks:
- Directly instruct the vigorous and synchronized implementation of measures to prevent and control African Swine Fever according to the directions of the Secretariat in Directive 34-CT/TW dated May 20, 2019, regarding strengthening leadership and direction for effective disease control, and the government’s Resolution 42/NQ-CP dated June 18, 2019, and the spirit of direction by the Secretariat and the Prime Minister at Directive 29/CT-TTg dated December 6, 2023, Directive 21/CT-TTg dated July 14, 2024, and Official Telegram 1097/CĐ-TTg in 2023, Official Telegram 58/CĐ-TTg in 2024, and guidance from the Ministry of Agriculture and Rural Development, specifically:
+ Directly command and mobilize local resources to completely handle outbreaks, prevent new ones from arising; handle and destroy infected, suspected, and dead pigs, proactively implement support policies for farmers affected by the epidemic according to legal conformity; promptly detect, prevent and strictly handle cases of trading, transporting infected pigs, disposing of dead pigs that cause disease spread and environmental pollution;
+ Guide farmers to enhance biosecurity measures and sanitation of pens and surrounding areas with high risk; promote biosecure breeding and establish disease-free zones and facilities.
+ Review and accurately tally the total pig herd and the number of pigs administered with African Swine Fever vaccines; based on this, adjust plans, prioritize budget allocation for vaccine purchases, and conduct coordinated vaccination and timing according to the directives of the Prime Minister and the Ministry of Agriculture and Rural Development.
+ Direct the Department of Agriculture and Rural Development, and People's Committees at all levels, to strictly organize epidemic prevention and control, especially in places with significant outbreaks or potential outbreak risks; establish disease-free breeding chains and areas.
+ Increase information dissemination, widely propagandizing about the dangers of African Swine Fever, risks of reoccurrence, and spread of the disease, measures for disease prevention, and the use of African Swine Fever vaccines for pig herds according to the guidance of the Ministry of Agriculture and Rural Development.
+ The President of the People's Committees of provinces and cities under central management will be responsible before the Prime Minister if African Swine Fever outbreaks occur on their managing areas.
- The Ministry of Agriculture and Rural Development will lead and cooperate with other Ministries, sectors, and localities:
+ Monitor the situation closely, actively directing and implementing measures to ensure food supply before, during, and after the Tet holiday of the Year of the Snake 2025.
+ Focus on directing, organizing guidance, urging, and inspecting animal epidemic prevention, especially African Swine Fever; actively supervise the disease situation closely; detect early, warn, and thoroughly direct treatment of outbreaks, avoiding widespread epidemic transmission; direct and guide localities and enterprises to successfully build disease-free zones and facilities for export purposes.
+ Allocate budgets and resources to effectively implement the national plan on African Swine Fever prevention and control for the period 2020 - 2025 according to assigned duties and authority and urge localities to promptly approve, allocate budgets and implement the contents of the national plan on African Swine Fever prevention and control for the period 2020 - 2025;
+ Actively cooperate with international organizations and countries in sharing and supporting Vietnam in preventing and controlling African Swine Fever.
