1. Health insurance premiums for students in Vietnam

For students, first-year students, or those who have participated in health insurance intermittently in the previous school year, they can participate in health insurance right from the beginning of the school year.

2. Health insurance premiums for households and near-poverty households in Vietnam

The State supports health insurance premiums for near-poor households by 70%. Near-poor households pay 30% x 4.5% x 1,800,000 VND x 12 months = 291,600 VND/year.

3. Compulsory social insurance, health insurance, unemployment insurance, occupational accident and disease insurance

From July 1, 2023, the highest salary for compulsory social insurance, occupational accident and disease insurance, and health insurance is 36,000,000 VND/month.

The highest unemployment insurance payment is 20 times the regional minimum wage:

- Region I is 93,600,000 VND/month.

- Region II is 83,200,000 VND/month.

4. Voluntary social insurance payment level in Vietnam

The monthly voluntary social insurance income level will be chosen by the participant; the lowest is equal to the poverty line for rural households of 1,500,000 VND, the highest is 20 times the base salary of 36,000,000 VND.

The level of support for voluntary social insurance contributions is calculated as a percentage (%) of the monthly social insurance payment according to the poverty standard of rural areas for a maximum period of 10 years. Specific support level:

- Poor households (30%): 1,500,000 x 22% x 30% = 99,000 VND/month.

- Near- poverty households (25%): 1,500,000 x 22% x 25% = 82,500 VND/month.

- Other participants (10%): 1,500,000 x 22% x 10% = 33,000 VND/month.

When the Government adjusts the health insurance premium, the health insurance premium rate, or the base salary, participants and the state budget do not have to make additional payments or refund the difference due to the health insurance premium adjustment or the base salary for the remaining time that the participant has paid health insurance.

The social insurance agency will automatically adjust the highest salary level participating in social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance for participants who have declared the correct salary and salary allowances on the labor contract; the unit does not have to submit the application. In case the unit has not declared the correct salary and salary allowances in the contract, the unit is requested to prepare a document to adjust the salary for social insurance, health insurance, unemployment insurance, and occupational accident and occupational disease insurance in accordance with regulations.

According to Decree 24/2023/ND-CP, from July 1, 2023, a base salary of 1.8 million VND/month will apply.

Base salary 2023 is used as a basis:

+ Calculate salaries in salary tables and allowance levels and implement other regimes according to the provisions of law for specified subjects;

+ Calculate operating fees and living expenses according to the provisions of law;

+ Calculate deductions and benefits based on the base salary.

Currently, the base salary is 1.49 million VND (applicable until June 30, 2023).
