Comprehensive Guidance on Seniority Allowance Policies for Officers and Soldiers

According to the regulations in Circular 224/2017/TT-BQP, officers, professional soldiers, defense workers, and public defense employees currently working at agencies or units who have served in the permanent armed forces for 5 years (60 months) are entitled to a seniority allowance of 5% of their current salary plus position allowances and extra framework seniority allowances (if any); from the 6th year onwards, an additional 1% per year (12 months) is added.

It should be noted that the seniority allowance policies stipulated in this Circular only apply to officers, professional soldiers, defense workers, and public defense employees currently receiving salaries according to the regulations in Decree 204/2004/ND-CP dated December 14, 2004, and Decree 19/2017/ND-CP dated February 24, 2017, of the Government of Vietnam.

Noteworthy Regulations for Calculating Seniority Allowance:

Firstly, the calculation period for seniority allowance:

- The period of service in the permanent armed forces of the Army;- The period of receiving seniority allowance in other sectors and professions (including: police, cryptographic, customs, courts, prosecutors, auditors, inspectors, civil judgment execution, forest rangers, Communist Party inspection, teachers, national reserves, and other sectors and professions as regulated by the Government of Vietnam) will be accumulated with the service period in the permanent armed forces.

For the case of interrupted periods attributed to seniority allowance, they will be accumulated. At the same time, working while receiving multiple seniority allowances (from different sectors and professions) will only allow for one type of seniority allowance.

Secondly, periods not included in the seniority allowance calculation:

- Periods of temporary suspension from work or temporary detention for investigation, prosecution, or trial; periods of imprisonment; periods of desertion;- Periods of personal leave without pay of 1 month or more;- Periods of illness or maternity leave exceeding the legal duration according to social insurance regulations.
