This is the content stipulated in Circular 07/2017/TT-BTP issued by the Ministry of Justice on July 28, 2017, specifying the scoring, guidelines for calculating the law access criteria score, and the Law Access Evaluation Council.
Accordingly, Circular 07 stipulates that the Law Access Assessment Council (hereinafter collectively referred to as the Council) consists of the following members:
- Chairman of the Council: Chairman or Vice Chairman of the People's Committee of the district, urban district, district-level town, city under a province, city under a centrally-run city (hereinafter collectively referred to as the district-level People's Committee);- Vice Chairman of the Council: Head of the Department of Justice;- Member of the Council: Representative of the leadership of specialized agencies under the district-level People's Committee related to the law access criteria and standards, district-level Police, Mass Mobilization Committee, Propaganda Department, Vietnam Fatherland Front Committee, and a number of district-level socio-political organizations, Office of New Rural Coordination (if any);- Secretary of the Council: 01 official from the Department of Justice.
Additionally, Circular 07 also stipulates that the number of Council members is decided by the Chairman of the district-level People's Committee, but it must not exceed 15 people. Council members work on a part-time basis.
