On October 29, 2020, the Minister of Health of Vietnam issued Circular 16/2020/TT-BYT regarding standards and guidelines for awarding the Hai Thuong Lan Ong Prize in the field of traditional medicine and pharmacy.

The Council for the Hai Thuong Lan Ong Award in Vietnam is organized at the levels of the Local Council and the Ministry of Health-level Council. According to Circular 16/2020/TT-BYT, the Local Council (referred to as Local Council) conducts the selection process, completes the dossier, and proposes to the Ministry of Health Council (referred to as Ministry-level Council) through the Ministry-level Council's Standing Committee (Traditional Medicine Management Department) for compilation, selection organization, and reporting to the Chairman of the Council and the Minister of Health of Vietnam for the consideration and decision to award the Hai Thuong Lan Ong Award in Vietnam.
1. The Local Council is established as follows:
- In the Ministry of Health of Vietnam (including central agencies of professional associations in the field of traditional medicine and pharmacy);
- In the Departments of Health of provinces and centrally affiliated cities;
- In units under the Ministry of Health;
- In the health management agencies of other ministries and central authorities.
The Local Council is established by the Minister of Health, Directors of the Health Departments of provinces and centrally affiliated cities, Heads of units under the Ministry, Heads of health management agencies at other ministries and central authorities, or Heads of health institutions under other ministries and central authorities.
2. The composition of the Local Council has from 07 to 10 members, including:
- The Chairman of the Council is the head of the units authorized to establish the Local Council;
- The Vice Chairman of the Council is the person in charge of emulation and commendation work of the agencies, organizations specified in point a, clause 1 of this article;
- Members of the Local Council established at the Ministry of Health include: representatives of the leadership from the Traditional Medicine Management Department; Communication and Emulation Department; Personnel Department; Legal Department; Department of Science and Technology and Training; Drug Administration Department; Department of Medical Examination and Treatment Management; representatives of the Central Traditional Medicine Association, Central Acupuncture Association; Vietnam Health Trade Union. The Traditional Medicine Management Department is the standing body and secretary of the Council;
- Members of the Local Council under the Health Departments of provinces and centrally affiliated cities include: Heads of certain departments under the Health Department, Director of the provincial Traditional Medicine Hospital, representative of the same level emulation and commendation organization; representatives of the Traditional Medicine Association, Acupuncture Association, representatives of the Trade Union and representatives of other related units in the field of traditional medicine and pharmacy (if necessary). The management unit of traditional medicine and pharmacy at the Health Department is the standing body and secretary of the Council;
- Members of the Local Council established in units under the Ministry of Health include: The unit's leadership, representative of the Trade Union, representatives of the leadership of departments, divisions, units under the unit and representatives of other related units in the field of traditional medicine and pharmacy (if necessary);
- Members of the Local Council established at health management agencies of other ministries and central authorities: decided by the Chairman of the Local Council and follow the regulations of the governing ministry/sector.
3. Tasks of the Local Council
- The Local Council is responsible for receiving and selecting individuals with significant contributions in the field of traditional medicine and pharmacy, deemed worthy of the Hai Thuong Lan Ong Award.
- The Local Council is accountable to the Ministry-level Council for the nomination decisions of the Local Council.
- The Local Council is responsible for organizing information dissemination and propaganda about exemplary figures receiving the Hai Thuong Lan Ong Award through appropriate forms.
- The Local Council of the Ministry of Health agencies is responsible for receiving dossiers, organizing the selection, and submitting documents (together with dossiers) to the Ministry-level Council through the Ministry-level Council's Standing Committee (Traditional Medicine Management Department) for individuals currently working in Departments, Directorates, the General Directorate under the Ministry of Health, central professional associations in the field of traditional medicine and pharmacy.
- The Local Council under the Health Departments of provinces, centrally affiliated cities is responsible for receiving dossiers, organizing the selection, advising the Health Department Director to submit to the Ministry-level Council through the Ministry-level Council's Standing Committee (Traditional Medicine Management Department) the list and dossiers of individuals under the management of the Health Department.
- The Local Council of units under the Ministry of Health of Vietnam is responsible for receiving dossiers, organizing the selection, advising the Head of the unit to submit documents (together with dossiers) to the Ministry-level Council through the Ministry-level Council's Standing Committee (Traditional Medicine Management Department) for relevant cases.
- The Local Council of health management agencies of other ministries and central authorities is responsible for receiving dossiers, organizing the selection, and submitting documents (together with dossiers) to the Ministry of Health Council through the Ministry-level Council's Standing Committee (Traditional Medicine Management Department) for individuals currently working in health agencies or units under the management of those ministries and central authorities.
