Completing the simplification of administrative procedures and documents related to population management in Vietnam (Internet image)

On June 22, 2023, the Government Office issued Notice 238/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at a briefing with ministries and sectors on solving difficulties and obstacles in the process of implementing the project to develop the application of population data, identification, and electronic authentication for national digital transformation in the period 2022–2025, with a vision to 2030.

Completing the simplification of administrative procedures and documents related to population management in Vietnam

In order to effectively implement Project 06 in the last months of 2023, the Deputy Prime Minister proposed that ministries and branches perform the following tasks:

- Completing the reduction and simplification of administrative procedures and documents related to population management at the request of the Government in 19 thematic resolutions;

Working closely with the Ministry of Justice, the Office of the Government submits to the Prime Minister for permission to develop documents according to the order of shortened procedures, applying a document amendment to many documents to urgently complete the amendment and supplementation of administrative procedures falling under the deciding competence of the Government, the Prime Minister, ministries, and ministerial-level agencies before September 2023.

- Strictly implementing the receipt and processing of online dossiers, not to delay or overdue the processing of dossiers; reviewing, standardizing, and electronicizing application forms and declarations in the direction of reducing at least 20% of the information to be declared on the basis of reuse of digitized data, completed in June 2023;

Accelerating the implementation of digital signatures on mobile devices; conducting research; organizing the implementation of administrative procedures regardless of administrative boundaries.

Regularly inspecting and urging localities to receive and handle interrelated administrative procedures, especially overdue documents in Vietnam

- Reviewing regulations related to investment in infrastructure construction, interoperability, and connection mechanisms between the information systems of their ministries and branches with national databases, specialized databases, and information systems dealing with administrative procedures.

Completed in September 2023.

- For 02 groups of interconnected administrative procedures: Ministries, agencies: Police, Justice, Health, Labor - Invalids and Social Affairs, Vietnam Social Security urgently needs to perfect the specialized professional software of their agencies to ensure smooth connection with the inter-connected public service software; finalize manuals; organize training and professional guidance for localities to implement.

Completed by June 30, 2023.

- Standardizing and reshaping business processes; building electronic forms and specialized software; speeding up the process of digitizing records and the results of administrative procedures to enrich the data warehouse; and creating favorable conditions for people and businesses to not have to provide the existing information again.

Completed in September 2023.

Requesting the Ministry of Public Security to continue to improve the VNelD application in Vietnam

According to Notice 238/TB-VPCP, the Deputy Prime Minister requested the Ministry of Public Security to implement the following contents:

- Leading and coordinating with ministries, branches, and localities in integrating, validating, and displaying personal information and documents on the VNelD application; gradually replacing the provision of personal documents in the implementation of transactions and administrative procedures.

Continuing to improve VNelD applications, diversify utilities, and improve communication for people to easily participate and use in Vietnam

- Reviewing and evaluating the implementation of interconnected public service software, overcoming shortcomings, ensuring smooth connection, updating, and synchronizing the status of the file with the local administrative procedure-handling information system.

Completed by June 30, 2023.

- Guiding ministries, agencies, and localities in exploiting and extracting citizen data shared by the National Population Database with the ministerial and provincial information systems for handling administrative procedures at the time of handling administrative procedures, ensuring the correct authority and scope of data mining, and compliance with regulations on personal data protection.

Completed by July 31, 2023.
