Complete Regulations on Teaching Norms for Teachers at All Levels

Below are all the regulations on teaching norms, and reductions of teaching norms that teachers at all levels need to be aware of.

I. Teaching Norms

1. Elementary School Teachers (calculated weekly)

- Standard norm is 23 periods

- Teachers at semi-boarding ethnic schools: 21 periods

- Teachers at schools or classes for the disabled: 21 periods

- Team leaders at schools: 2 periods at first-class schools, 1/3 of the teaching norm at second-class schools, and 1/2 of the teaching norm at third-class schools.

2. Lower Secondary School Teachers

- Standard norm is 19 periods

- Teachers at boarding ethnic schools: 17 periods

- Teachers at semi-boarding ethnic schools: 17 periods

- Teachers at schools or classes for the disabled: 17 periods

3. Upper Secondary School Teachers

- Standard norm is 17 periods

- Teachers at boarding ethnic schools: 15 periods

4. Norms for Principals, Vice Principals

- Annual teaching norm for principals = 2 periods/week x number of weeks allocated for teaching and educational activities as stipulated in the annual academic calendar.

- Annual teaching norm for vice principals = 4 periods/week x number of weeks allocated for teaching and educational activities as stipulated in the annual academic calendar.

II. Reduction of Teaching Norms

1. Homeroom Teachers

- Elementary school homeroom teachers are reduced by 3 periods/week

- Lower and upper secondary school homeroom teachers are reduced by 4 periods/week

- Homeroom teachers at boarding ethnic lower and upper secondary schools are reduced by 4 periods/week

- Homeroom teachers at specialized or semi-boarding schools are reduced by 4 periods/week

- Homeroom teachers at schools or classes for the disabled are reduced by 3 periods/week

- Homeroom teachers at university preparatory schools are reduced by 3 periods/week

2. Teachers with Additional Professional Responsibilities

- Teachers in charge of specialized subject rooms are reduced by 3 periods/subject/week

- Teachers in charge of school arts, sports, school gardens, school workshops, equipment rooms, libraries (if such tasks lack dedicated staff) are reduced by 2 - 3 periods/week depending on the workload, as decided by the principal.

- Heads of subject departments are reduced by 3 periods/week

- Deputy heads of subject departments are reduced by 1 period/week

- Teachers heading functional departments at university preparatory schools are reduced by 3 periods/week

- Teachers deputy heading functional departments at university preparatory schools are reduced by 1 period/week

3. Teachers with Communist Party, Union, and Other Organizational Duties

- Teachers who are Secretary of the Party Committee or Branch Secretary (where no Party Committee is established) at first-class schools are reduced by 4 periods/week, and 3 periods/week at other schools

- Teachers with Union responsibilities have their teaching norms reduced as per Circular 08/2016/TT-BGDDT.

- Teachers who are Chairpersons or Secretaries of the school council are reduced by 2 periods/week

- Teachers who head the school inspection committee are reduced by 2 periods/week

4. Other Categories

- Teachers recruited through initial employment contracts are reduced by 2 periods/week

- Female teachers with children under 12 months of age are reduced by 3 periods/week (for upper and lower secondary school teachers) and 4 periods/week (for elementary school teachers).

- Female teachers at university preparatory schools with children under 12 months of age are reduced by 3 periods/week.

NOTE: Each teacher cannot hold more than two concurrent positions and will benefit from the highest period reduction policy applicable for one of those positions.

The contents are stipulated in Consolidated Document 03/VBHN-BGDDT, consolidating the Circulars regulating working policies for general education teachers.
