According to the provisions of Article 55 of the 2014 Law on Social Insurance, starting from 2020, in cases of reduced working capacity, employees in Vietnam with a minimum of 20 years of Social Insurance contributions may be eligible for retirement benefits if they simultaneously meet the conditions regarding the degree of working capacity reduction and the age requirement according to gender.

As prescribed above, the condition to receive a pension in these cases is that the employee must have a reduction in working capacity of at least 61%, therefore, the employee must undergo a health assessment.

The health assessment record is performed according to the regulations in Clause 3, Article 5 of Circular 56/2017/TT-BYT, including:
- Introduction letter from the employer according to the prescribed form for those currently paying compulsory social insurance, or the request form for an assessment according to the prescribed form for employees preserving social insurance payment periods or employees who have a decision for retirement awaiting pension and monthly allowances.
- The original or a certified copy of one of the following medical examination and treatment documents: Summary of medical records, Disability certification, Hospital discharge form, Medical examination book, copy of Occupational disease record, Occupational disease, and workplace accident assessment report for those already assessed for occupational disease and workplace accidents.
- One of the following photo identification documents: Identity card; Citizen identification card; Valid passport. If the above documents are not available, a confirmation from the commune police with a photo, stamped overlap on the photo, and issued within not more than 03 months before the assessment request time is required.
After receiving the health assessment results showing the degree of reduced working capacity, the employee shall compile a pension application file and submit it to the social insurance agency. The file is divided into 03 specific cases:
Case 1: Employee currently paying compulsory social insurance in Vietnam
- Social insurance book;
- Decision to retire to receive a pension or document terminating the labor contract;
- Assessment report on the degree of reduced working capacity.
Case 2: Employee participating in voluntary social insurance, preserving the contribution period in Vietnam
- Social insurance book;
- Request form No. 14-HSB;
- Assessment report on the degree of reduced working capacity;
- Invoice, receipt of the assessment fee, list of assessment contents in case of reimbursement of the assessment fee.
Case 3: Employee with a decision or certificate of waiting until the eligible age for a pension in Vietnam
- Decision or certificate of waiting until the eligible age for a pension;
- Request form No. 14-HSB.
Depending on the specific case, the employee may need to supplement additional documents; see the detailed file regulations in Section 1.2.2, Article 6 of Decision 166/QD-BHXH.
