Circular 37/2017/TT-BQP was issued by the Ministry of National Defense providing guidance on the management of compulsory social insurance collection and expenditure within the Ministry of National Defense.
According to Circular 37, each subject is associated with different social insurance (BHXH) policies, specifically:
For commissioned officers, professional soldiers, cipher workers, workers, civilian defense officials, and other salaried subjects:
- Sickness regime, including:- Sickness allowance (self-sickness, child sickness);- Convalescence, and health recovery after illness.- Maternity regime, including:- Maternity allowance (prenatal check-ups, miscarriage, abortion, stillbirth or pathological abortion; childbirth; male employees whose wives give birth; surrogate mother; the mother who asks for surrogacy when receiving the child; adopting a child; IUD insertion, sterilization measures);- One-time allowance upon childbirth or adoption;- Convalescence, and health recovery after maternity leave.- Occupational accident and occupational disease regime, including:- Assessment of labor capacity reduction;- One-time or monthly occupational accident and occupational disease allowance;- Allowance for living aid devices, prosthetics;- Attendance allowance;- One-time allowance upon death due to occupational accident or occupational disease;- Convalescence, and health recovery after occupational accident and occupational disease.- Retirement regime, including:- One-time allowance upon retirement;- One-time social insurance upon demobilization;- One-time social insurance upon job termination;- One-time allowance for the period of social insurance contribution that includes regional allowances upon retirement, demobilization, job termination (if any).- Survivorship regime, including:- Funeral allowance;- One-time survivorship allowance;- One-time allowance for the period of social insurance contribution that includes regional allowances (if any).
For non-commissioned officers, enlisted soldiers on duty, cipher trainees:
- Occupational accident and occupational disease regime, including:- One-time or monthly occupational accident and occupational disease allowance;- Allowance for living aid devices, prosthetics;- Attendant’s allowance;- One-time allowance upon death due to occupational accident or occupational disease;- Convalescence and health recovery after occupational accident and occupational disease (at home; at concentrated places).- Discharge regime: One-time social insurance upon discharge.- Survivorship regime, including:- Funeral allowance;- One-time survivorship allowance.
