In 2017, the Ministry of Information and Communications issued Circular 46/2017/TT-BTTTT stipulating the professional title standards for public employees in the fields of sound engineering, broadcasting, film editing, and cinematography within the Information and Communications sector.
According to Circular 46, to achieve the title of Grade I Sound Engineer, public employees in the Information and Communication Technology sector must meet the following standards:
Standards for training and retraining levels:
- Possess a university degree or higher in audio, telecommunications electronics, or an equivalent major;- Have basic information technology skills standard;- Hold a level 4 (B2) foreign language qualification according to Circular 01/2014/TT-BGDDT;- Possess a certification for the professional title of Grade I Sound Engineer.
Standards for professional competence and expertise:
- Firmly grasp the guidelines, policies of the Communist Party, and the laws of the State regarding the specialized field;- Master the professional skills of the specialty; Understand music, firmly grasp the principles of combining various types of sounds, between sound and image, or with performing arts;- Have led or participated in editing at least 04 works recognized by the Arts and Scientific Council or have won awards; or participated in at least 02 theoretical works, research theories on professional scientific theories;- Public employees being promoted from the title of Grade II Sound Engineer to Grade I Sound Engineer must fully meet the requirements specified in Clauses 2 and 3 of this Article and have held the title of Grade II Sound Engineer and equivalent titles for a minimum of 06 years, with at least 02 years holding the title of Grade II Sound Engineer.
