Competent authority must conduct inspections on the procedures for secondment of Vietnamese public employees

This is an important content in Circular 09/2012/TT-BNV issued on December 10, 2012 by the Ministry of Home Affairs on the procedures and matters regarding the recruitment, employment, and management of Vietnamese officials and public employees to be inspected.

Article 38 of Circular 09/2012/TT-BNV stipulates the matters regarding the secondment of Vietnamese public employees to be inspected, including:

- Basis and reasons for the secondment of Vietnamese public employees;

- Authority, procedures, and processes for secondment;

- Arrangement and work assignment for seconded public employees;

- Implementation of policies towards seconded public employees;

- Assessment and task performance for seconded public employees;

- Secondment period;

- Reception and job assignment for Vietnamese public employees after the secondment period;

- Other matters stipulated in Article 26 of Decree 29/2012/ND-CP dated April 12, 2012, of the Government of Vietnam and other legal regulations regarding the secondment of Vietnamese public employees.

Additionally, the matters regarding the change of job positions for Vietnamese public employees to be inspected include:

- Reasons for changing the job position;

- Satisfaction of professional and occupational standards when public employees switch to a different job position;

- Change of professional titles to match the new job position;

- Amendment to the contents of the working contract when public employees switch to a new job position or a new professional title;

- Other matters according to the legal regulations on changing job positions for public employees.
