From October 01, 2017, remuneration policies for individuals reading, listening, and watching to inspect legal deposit press are implemented in accordance with the provisions of Circular 81/2017/TT-BTC newly issued by the Ministry of Finance.
The Circular clearly states that the individuals reading, listening, and viewing for the purpose of checking archived press material and evaluating the content of archived press material include: Civil servants tasked with regularly reading, listening, and viewing archived press material at the Press Department, the Department of Broadcasting, Television, and Electronic Information under the Ministry of Information and Communications; officials tasked with regularly reading, listening, and viewing archived press material under the Department of Information and Communications; collaborators who are contracted by the Press Department, the Department of Broadcasting, Television, and Electronic Information, and the Department of Information and Communications to read, listen, and view archives for the purpose of checking them...
The basis for calculating the workload of reading, listening, and viewing to check archived press material is the news and articles published and broadcast in the media.
The remuneration for evaluating the content of archived press material is paid at a maximum of 500,000 VND per issue per document participating in the evaluation (a maximum of 3 opinions per issue).
For the expenses of organizing evaluation council meetings related to archived press material: the chairperson will receive 150,000 VND per person per meeting; participants will receive 100,000 VND per person per meeting.
The payment levels for remuneration for reading, listening, and viewing to check archived press material and evaluating the content of archived press material, as stipulated in this Circular, are the maximum. The Minister of Information and Communications will set specific payment levels for the Press Department, the Department of Broadcasting, Television, and Electronic Information to make appropriate expenditures but not exceed the maximum stipulated level.
Based on the actual situation in the locality and the local budget balancing capability, the Provincial People's Committee and the city directly under the Central Government will present the specific payment levels to the People's Council at the same level for a decision that fits the local context but does not exceed the maximum stipulated level.
Circular 81/2017/TT-BTC takes effect from October 01, 2017.
