On March 18, 2024, the Minister of Home Affairs issued Decision 184/QD-BNV on Communication plan for the working areas of the Ministry of Home Affairs for 2024.
Specifically, the Communication plan for working areas of the Ministry of Home Affairs for 2024 will have the following key tasks:
- Promote communication work on important political and current events of the Party and State in 2024 and the following years. Especially the implementation of the Resolution of the 13th Party Congress, the socio-economic development strategy for the period 2021–2030, and the socio-economic development plan for the period 2021–2025 associated with the position, functions, and tasks of the Ministry of Home Affairs and the Home Affairs sector.
- Propaganda about salary policy reform according to Resolution 27-NQ/TW; which focuses on the Decree on new salary regimes for subjects under the Government's authority; new salary regime for the Party sector, the Fatherland Front, and socio-political organizations; and new salary regimes for subjects under the management authority of the National Assembly and the National Assembly Standing Committee.
- Promote communication on decentralization and decentralization between the Government, the Prime Minister, ministries, branches, and local authorities; arrange the internal apparatus of agencies and units towards streamlining, effective, and efficient operations; Arrangement of district and commune-level administrative units for the period 2023–2025.
- Focus on propagating the work of building and perfecting institutions and policies in the field of internal affairs, focusing on innovation and improving the quality and efficiency of organizational structure and staffing; civil service, officials; Build local government, improve the quality and efficiency of commune-level government operations.
- Focus on strongly transmitting documents and policies that have a great impact on society, contributing to building an effective legal system.
- Communicate about the process of building institutions, policies, and achieved results, focusing on propagating implementation guidance documents; develop a strategy for the development of the Home Affairs sector until 2025, with a vision to 2035.
- Promote the provision of information and propaganda on civil service reform, officials, and the civil service regime model by job position; standards, official titles, and standards for official positions in leadership and management at all levels; innovation in the implementation of considerations for the promotion of official professional titles; improve the quality and effectiveness of training and fostering officials, and public employees, especially the team of officials of local governments, ministries, and central branches;
Regulations on regimes and policies to discover, attract, and utilize talented people; Encourage officials to be dynamic, creative, dare to think, dare to do, and dare to make breakthroughs for the common good; improve the quality of officials, and public employees with sufficient capacity, quality, and reasonable structure to meet task requirements in the new period; Mechanisms and policies to connect officials at commune level with district and provincial levels to build a common public service regime,...
- Propagate the process of implementing the Digital Transformation Project of the Ministry of Home Affairs and the Home Affairs sector associated with building e-Government; especially the completion of all specialized data to ensure connection between ministries, branches, and localities.
- Strengthen the provision of information about the overall program of state administrative reform for the period 2021–2030; strengthen information work, propagate administrative reform; provide full or partial online public services; continue to strongly implement regulations on receiving and returning results of administrative procedures on digital platforms; and inspect and supervise administrative reform implementation by ministries, branches, and localities.
- Propagate legal regulations on records and archives, especially electronic document storage as a basis for promoting digital transformation in the field of archives to promote the value of historical archives to serve socio-economic development; active implementation of the Law on Emulation and Commendation; effective implementation of the Vietnam Youth Development Strategy; female official work; State management of associations, funds and non-governmental organizations.
- Communicate about innovating the management of officials based on specialized databases, promoting the application of information technology and digital transformation in directing and administering the implementation of tasks of the Ministry and the Home Affairs sector;
- Communicate about state management of beliefs and religions; convey the message, arouse religious dignitaries and religious people to actively participate in socio-economic development and promote the good cultural values of religions.
- Communicate about inspection and examination work, especially the results of resolving recommendations and proposals after inspection and examination.
- Provide timely information to the press about the Ministry's state management activities.
- Propagate and widely disseminate multilateral foreign affairs activities, expand international cooperation to officials, party members, officials, public employees, and workers of the Ministry of Home Affairs and the Home Affairs sector.
