On March 28, 2018, the Ministry of Transport issued Circular 11/2018/TT-BGTVT detailing regulations on common gatekeeper houses and equipment arranged in common gatekeeper houses.
To be specific:, Circular 11 stipulates that at each end of a common bridge, there must be a guard house for common bridge guards to manage traffic, and the guard house must meet the following conditions:
- The position and windows of the guard house must be arranged so that from within the guard house, the bridge guard can clearly see people and vehicles or obstructions on the bridge; have a clear view of the road section and the rail section leading to the bridge.- The guard house must not obstruct the view of railway and road vehicle operators; the nearest part of the guard house must be at least 3.5 meters (m) away from the outermost rail and road edge; the floor of the guard house must be at the same height or higher than the bridge deck, surrounded by a railing; the minimum area of the guard house is 4 square meters (m²).
Additionally, each guard house at the common bridge must be fully equipped and ensure good operation. To be specific:
- A telephone to contact the two nearest stations and communication between the two common bridge guard houses;- Common bridge barrier control equipment;- Road signal control equipment;- Railway signal control equipment;- Automatic notification equipment to inform the guard house staff when a train is approaching the common bridge;- Equipment capable of recording and storing communications between the dispatchers and the common bridge guards;- A clock;- Other equipment serving the traffic management in the common bridge area.
Note, for common bridge guard houses on specialized railways with a train speed of less than or equal to 30 km/h, the arrangement of information equipment is decided by the owner of the specialized railway, but it must ensure that the common bridge guards are adequately informed when a train is approaching the common bridge.
