For provinces with ethnic minority residents that do not meet the above criteria, the Department of Ethnic Affairs (or designated officials) will be established to manage ethnic affairs under the Office of the provincial People's Committee. The Department of Ethnic Affairs (or designated officials) will be directly supervised by the provincial People's Committee. The Office of the provincial People's Committee will ensure material facilities and administrative governance for the Department of Ethnic Affairs' activities.
