Regarding this matter, LawNet would like to answer as follows: 

On May 6, 2024, the Minister of Construction issued Circular 01/2024/TT-BXD providing guidance on the Law on emulation and commendation in the Construction industry in 2022.

Commemorative medal, objects, and criteria for consideration for awarding the commemorative medal in the Construction industry in Vietnam as of July 1, 2024

The commemorative medal, objects, and criteria for consideration for awarding the commemorative medal in the Construction industry from July 1, 2024 are regulated as follows:

(1) Name of the commemorative medal: "Commemorative Medal For the cause of Construction".

(2) Objects considered for awarding the "Commemorative Medal For the cause of Construction" include:

- Leaders, former leaders of the Ministry of Construction;

- Officials, public employees, workers currently working or retired from agencies, organizations, and units under the Construction industry;

- Leaders of central and local ministries, departments, organizations, and mass organizations;

- Individuals outside the Construction industry who have made contributions to the development of the Construction industry;

- Vietnamese individuals residing abroad; foreign individuals with achievements and contributions to the development of the Construction industry.

(3) Criteria for consideration for awarding the "Commemorative Medal For the cause of Construction" for individuals working in the Construction industry:

The "Commemorative Medal For the cause of Construction" is awarded or posthumously awarded to individuals currently working in or retired from the Construction industry who meet one of the following criteria:

- Leaders, former leaders of the Ministry of Construction;

- Individuals awarded the title of Hero of Labor;

- Officials, public employees, workers authorized to evaluate the completion of assigned tasks and have years of service:

+ For males: Having 20 years of continuous work in the Construction industry or a total of 25 years of work, including 15 years of continuous work in the Construction industry;

+ For females: Having 15 years of continuous work in the Construction industry or a total of 20 years of work, including 10 years of continuous work in the Construction industry.

(4) Criteria for consideration for awarding the "Commemorative Medal For the cause of Construction" for individuals outside the Construction industry:

The "Commemorative Medal For the cause of Construction" is awarded once to individuals outside the Construction industry who meet one of the following criteria:

- Leaders of central and local ministries, departments, organizations who have made contributions to the development of the Construction industry;

- Individuals with patents, inventions, state-level scientific works applied in the Construction industry, recognized by authorized agencies;

- Vietnamese individuals residing abroad, foreign individuals with achievements and contributions in building and strengthening cooperation between countries, international organizations, and the Construction industry of Vietnam, actively contributing to the development of the Construction industry;

- Individuals with achievements, contributions, practical and effective support for the development of the Construction industry.

(5) Other cases decided by the Minister of Construction.

(6) The consideration for awarding the "Commemorative Medal For the cause of Construction" is conducted annually on the occasion of the anniversary of the Construction industry (April 29) and the National Day (September 2), or on an ad hoc basis according to the decision of the Minister of Construction.

More details can be found in Circular 01/2024/TT-BXD, which comes into force from July 1, 2024, replaces Circular 04/2020/TT-BXD dated December 30, 2020, guiding the emulation and commendation work in the Construction industry.
