Combination of Military and Civil Medicine in Prevention, Control, and Mitigation of Natural Disasters and Catastrophes

According to Article 9 of Decree 118/2018/ND-CP, the contents regarding the combination in prevention, combat, and mitigation of natural disasters and catastrophes include:

- Preparing forces, means, equipment, drugs, medical supplies ready to serve rescue, treatment, and transportation of the injured and victims;- Organizing rescue, transportation, reception, and treatment of the injured and victims;- Overcoming the medical consequences when natural disasters, catastrophes, and emergency medical situations occur.

Additionally, the Decree also stipulates the combination of military-civilian medicine in building the medical reserve force and in mobilizing the medical sector. To be specific:

- Combination in building the medical reserve force includes the following contents:

- Registering, managing, arranging, and creating the resource of the medical reserve force, including means and equipment;- Training, rehearsing the deployment of medical reserve units;- Inspecting and evaluating the quality of the resource and the readiness to mobilize the medical reserve force.

- Combination in building the mobilized medical force includes the following contents:

- Registering, managing, arranging, and creating the resource of the mobilized medical teams, including means and equipment;- Training, rehearsing the deployment of the mobilized medical force;- Inspecting and evaluating the quality of the resource and the readiness to mobilize the medical sector.
